Earthquake in the Philippines, Acted Emergency Response – Philippines
On September 30, 2025, a Mw 6.9 earthquake struck an area 19 km northeast of Bogo City in northern Cebu, severely impacting the municipalities (Bogo, Danbantayan, Medellin, San Remigio, Tabuilan) and also strongly felt throughout the Visayas, parts of Luzon and Mindanao, and the municipalities of Danbantayan and San Remigio. Open defecation in temporary camps and the rapid accumulation of unmanaged waste increase risks to health and protection. Food security is also emerging as a growing concern, with current assistance only lasting a few days. Many families remain outside their homes and urgently need shelter support and psychosocial assistance. Below is a detailed overview of the situation in the most affected municipalities.
San Remigio: About 20,000 families affected. Extensive damage to infrastructure, widespread destruction of housing, and interruptions to water supplies have left families dependent on bottled water and temporary shelters.
Daanbantayan: About 10,572 families were affected. Many families already suffer from a poverty rate of up to 70% and are urgently facing food insecurity. Water networks remain dysfunctional, and damaged latrines have led to an increase in open defecation.
Medellin: About 19,381 families affected. Water trucking and bottled water distribution remain insufficient. Toilets, water and sanitation facilities were severely damaged, and schools were closed indefinitely.
Realistic reaction
Along with assessments, Acted has already begun providing emergency assistance. In total, 592 water kits have been distributed so far, accompanied by the dissemination of basic hygiene messages to prevent disease outbreaks.
Action priorities moving forward
The assessment highlights urgent needs in the areas of shelter, food assistance, water, sanitation, hygiene and protection, especially for vulnerable families in hard-to-reach areas. Acted's priorities for the first phase of the response are:
Access to safe water and sanitation through repair and reconstruction of water supply and sanitation facilities at the household and community levels. Emergency shelter support, including durable tarpaulins and repair tools. Hygiene and protection, through hygiene kits, solar lights, and safe sanitation solutions. Psychosocial support to help families cope with trauma and displacement.
This earthquake, coming immediately after Cyclone Rajasa, and in a context of poverty and economic hardship, has greatly increased the needs of the affected communities. To further complicate the situation, the Philippines is highly vulnerable to climate change, having already experienced several typhoons and tropical storms, hampering the delivery of emergency aid and assistance.
