He urged homeowners to undergo an earthquake assessment

PUBLIC ACCESS: The National Center for Religious and Moral Education plans to launch a website for people to search for a building and see its earthquake resistance rating, an official said.

The National Center for Research in Earthquake Engineering (NCREE) said yesterday that it encourages private homeowners to undergo an earthquake resistance assessment, especially if their homes were built before the 921 earthquake.

Nearly 60% of homes that had been in existence for more than 30 years were built before the 7.3-magnitude earthquake that occurred on September 21, 1999, when the country's building code was relatively backward, Interior Ministry data showed.

The 921 earthquake, which damaged more than 100,000 homes, was a turning point in earthquake-resistant construction in Taiwan, said National Renewable Energy Center Director Au Yu Chen.

Ou said that after the earthquake, the government implemented stricter building codes and set up a system for issuing earthquake resistance certificates for buildings.

He cited the buildings damaged during the Hualien County earthquake on April 3 last year – most of which were built before 1999 – as evidence of progress in building earthquake-resistant facilities.

Ou added that the government also strengthened the earthquake resistance of bridges, schools and public buildings after the 921 earthquake.

However, he said the collapse of an apartment building in Tainan following the 2016 earthquake, which killed 115 people, showed that earthquake resistance in private residences needed to be addressed.

He said that in 2020, the National Center for Religious and Moral Education established a special team to enhance earthquake resistance in privately owned buildings, identifying and prioritizing high-risk residential buildings.

He added that the goal is to enhance the earthquake resistance of 30 buildings annually, adding that the team has improved 171 buildings.

Ou said that enhancing the earthquake resistance of private buildings is a challenge, given the complex ownership situation and expense sharing among residents.

He said the center will launch an “earthquake resistance portal” next year, which will allow people to enter the building's address and view an assessment of its earthquake resistance.

Deputy Director of the National Education and Training Center Chai Jun-fu (柴駿甫) said the center has developed the “5D SmartES” platform, where users can create a virtual model that accurately reflects a physical object, system, city or process in real time.

Chai said Kaohsiung and the National Taiwan Museum have joined the platform.

He added that through the platform, Kaohsiung residents can see the age and floor plans of buildings in the city, while museum staff can check whether the building was damaged after the earthquake, by looking at the 5D model and real-time images captured by the detectors.
