Istanbul residents move into new earthquake-resistant homes

Homeowners in Istanbul's Maltepe district have moved into newly built, earthquake-resistant apartments and workplaces under the government's “Half on Us” urban transformation campaign, the Ministry of Environment, Urbanization and Climate Change said.

The campaign, launched in 2023 under the coordination of the Urban Transformation Presidency, aims to accelerate the conversion of hazardous buildings across Istanbul as part of broader earthquake preparedness efforts.

Under the programme, beneficiaries receive up to 1.875 million TL ($43,438) to support each residence, including 875,000 TL in grants, 875,000 TL in loans, and 125,000 TL in resettlement assistance. For workplaces, beneficiaries are provided with a total amount of 1 million TL in support, including 437,500 TL in the form of grants, 437,500 TL in the form of loans, and 125,000 TL in the form of resettlement assistance.

In large-scale site-based transformation projects, such as residential complexes, construction is carried out by TOKI or Emlak Konut, with a grant of 875,000 TL deducted from the construction costs and the remaining balance divided into affordable installments.

As part of the campaign, residents of Maltepe moved into newly completed buildings comprising 11 residential units and three commercial spaces.

The campaign shows that safe housing can be achieved through organized urban renewal, Environment, Urbanization and Climate Change Minister Murat Kurum said on Tuesday, adding that the government will continue to transform dangerous buildings across Istanbul.

Beneficiaries said the transformation was completed faster than expected, and that the new buildings offer much higher safety standards, including full structural supervision, than the previous 50- to 60-year-old buildings.

Corum said the program will continue to expand in 2026 as part of national efforts to enhance earthquake resilience and reduce disaster risks.
