UN leaders call for sustained commitment and investment in ending female genital mutilation
Joint statement by the Executive Director of UNFPA, the Executive Director of UNICEF, the UN High Commissioner for Human Rights, the Executive Director of UN Women, the Director-General of WHO and the Director-General of UNESCO on the occasion of the International Day of Zero Tolerance for Female Genital Mutilation
In 2026 alone, an estimated 4.5 million girls – many under the age of five – are at risk of female genital mutilation (FGM). Currently, more than 230 million girls and women live with its lifelong consequences.
Today, on the International Day of Zero Tolerance for Female Genital Mutilation, we reaffirm our commitment to ending FGM for every girl and every woman at risk, and to continue working to ensure that people subjected to this harmful practice have access to quality and appropriate services.
Female genital mutilation is a violation of human rights and cannot be justified by any reason. It threatens the physical and mental health of girls and women and can lead to serious lifelong complications, with treatment costs estimated at around US$1.4 billion each year.
Interventions aimed at ending FGM over the past three decades are having an impact, with nearly two-thirds of the population in countries where it is prevalent expressing support for its abolition. After a decade of slow change, progress against FGM is accelerating: half of all progress since 1990 has been made in the past decade, reducing the number of girls subjected to FGM from one in two to one in three. We must build on this momentum and accelerate progress to meet the Sustainable Development Goal to end female genital mutilation by 2030.
We know what works. Health education, the involvement of religious and community leaders, parents and health workers, and the use of traditional and social media are effective strategies to stop the practice. We need to invest in community-led movements – including local and youth networks – and strengthen education through formal and community-based approaches. We need to reinforce prevention messages by involving trusted opinion leaders, including health professionals. And we must support survivors by ensuring they have access to comprehensive, context-sensitive health care, psychosocial support and legal aid.
Every dollar invested in ending female genital mutilation brings a tenfold return. A $2.8 billion investment can prevent 20 million cases and generate a $28 billion return on investment.
As we approach 2030, the gains made over the decade are at risk as global investment and support declines. Funding cuts and reduced international investment in health, education and child protection programs are already limiting efforts to prevent FGM and support survivors. Furthermore, growing systemic opposition to efforts to end female genital mutilation, reinforced by dangerous arguments that it is acceptable when performed by doctors or health workers, adds further obstacles to elimination efforts. Without adequate and predictable funding, community outreach programs risk being cut, frontline services weakened and progress reversed – putting millions more girls at risk at a critical time in the effort to meet the 2030 target.
