Global commitment shown as countries negotiate key annex to Pandemic Agreement


World Health Organization (WHO) member states concluded a week-long round of negotiations on the draft Pathogen Access and Benefit Sharing (PABS) annex – a key component of the WHO Pandemic Agreement.

The fifth meeting of the World Health Organization’s Intergovernmental Working Group on the Pandemic Agreement (IGWG) – established last year by the World Health Assembly (WHA) to negotiate the PABS Annex – concluded over the weekend after productive discussions from 9 to 14 February 2026.

To ensure that the world can respond quickly and effectively to future pandemics, countries must be able to quickly detect pathogens with pandemic potential and share their genetic sequence data and materials. This timely action allows scientists to accelerate the development of essential tools such as diagnostic tests, treatments and vaccines.

The PABS system is designed to promote equitable access based on public health needs by enabling the rapid and timely exchange of pathogen materials and genetic sequence data, and on an equitable basis, the rapid, timely, fair and equitable sharing of the resulting benefits.

“This week, countries have again demonstrated their strong commitment to the development of the Annex on Pathogen Access and Benefit Sharing,” said IGWG Bureau Co-Chair, Ambassador Tovar da Silva Nunes of Brazil. “We now have a clear vision for simplifying the text, while ensuring that the more contentious elements receive the necessary consultation.”

Member states will resume negotiations next month as they move towards a May deadline, when the outcome of their work will be presented to the WHA.

“As we conclude the fifth meeting of the Intergovernmental Working Group, I want to thank the delegations for their serious and constructive engagement. It is clear that important differences remain, but there is a common recognition of what is at stake,” said IGWG Bureau Co-Chair Mr. Matthew Harpur of the United Kingdom. “As time is running out, the coming weeks will be crucial to bridging the remaining gaps and delivering an annex on pathogen access and benefit sharing that is fair, effective and fit for purpose.”

The WHO Pandemic Agreement was adopted by member states last year to address the global weaknesses revealed by the COVID-19 pandemic and to strengthen international coordination and cooperation. A legally binding international instrument, it is designed to make the world safer and fairer in the face of future pandemics.

“The adoption of the Pandemic Agreement last year was a great testament to global cooperation and we must build on that momentum. Strong multilateralism remains essential as countries must face future pandemics together, together,” said WHO Director-General Dr. Tedros Adhanom Ghebreyesus. “Recognizing the steady progress that is being made, I am confident that they will reach agreement on the pathogen access and benefit-sharing annex in time for the World Health Assembly this May.”

In addition to the negotiations on the text of the annexes and consensus-building dialogues, Member States also engaged with relevant stakeholders, including representatives of the private sector, academia, laboratories and sequence databases.
