Venezuela: A month after the earthquakes, humanitarian funding remains much lower

Up to 1.3 million people need humanitarian assistance in earthquake-affected areas, 700,000 more people than before the earthquakes. The humanitarian response plan was revised to include earthquake response, resulting in needs increasing by about 50 percent. The revised plan aims to support 6.2 million people during an initial response period of six months. However, the plan is currently only 39 percent funded.

“The first month after a disaster often brings global solidarity and attention,” said Elena Vicario, director of the Norwegian Refugee Council in Venezuela. “The real test now is whether this support will continue after the headlines have begun to fade.” “Families who have lost their homes, livelihoods and access to basic services cannot rebuild their lives through short-term commitments.”

Before the earthquakes, more than a quarter of the population was in need of humanitarian assistance and humanitarian organizations were already responding to significant needs, including protection, education, health, water and sanitation, and livelihoods across the country. The revised response plan integrates current priorities with earthquake emergency assistance within a single framework.

“We welcome the rapid mobilization of resources in the wake of the earthquakes, but this funding should complement support for existing humanitarian needs, not replace it,” Vicario said. “Donors must ensure funding continues, reaches all sectors, and strengthens capacities already in place in Venezuela. Local communities, organizations and humanitarian actors have long had the knowledge and access to reach affected populations, and new support must strengthen their work.”

Following the earthquakes, the education of approximately 24,000 children was disrupted, increasing the number of children in need of education support. To date, the education sector has received less than 5% of funding, after years of underfunding from the international community, which has led to education needs not being consistently met.

“For children living in temporary shelters, the emergency is far from over,” said Liliana Largo, director of education program development at the Norwegian Refugee Council. “Routines that previously provided stability and protection have been disrupted, and feelings such as fear have emerged, impacting their ability to concentrate and learn. Temporary learning spaces and psychosocial support are crucial in helping children rebuild a sense of normalcy and well-being, and should be treated as a key part of emergency response.”

The Norwegian Refugee Council’s emergency response has evolved significantly over the past month. The organization began assessing needs in 16 temporary shelters. During the first month, NRC assisted more than 2,400 displaced people, distributing hygiene kits and other essential items to affected families, while also providing psychosocial support sessions for children, and legal consultations for people who had lost civil documents and property ownership records.

“A month later, people affected by the earthquakes are still living in uncertainty every day,” Vicario said. “The humanitarian community now faces a choice: either continue to respond and help communities recover or allow the lack of funding to turn this disaster into a long-term crisis. The world must not look away.”

The revised humanitarian response plan seeks to reach 6.2 million people, including 1.3 million people affected by earthquakes (OCHA). Before the earthquakes, 596,000 people living in municipalities affected by the earthquakes were included in the 2026 Humanitarian Response Plan. An additional 751,000 people were included in the Earthquake Humanitarian Response Plan (OCHA). Total funding requirements increased from US$632 million to US$931.3 million, including US$298 million for earthquake response activities (Office for the Coordination of Humanitarian Affairs, Financial Tracking Service). As of 22 July, the Venezuela Humanitarian Response Plan is 39.2 percent funded, with US$365.1 million received against a requirement of US$931.3 million (Office for the Coordination of Humanitarian Affairs, Financial Tracking Service). The education sector represents around 10.2 per cent of the total humanitarian appeal (US$94.5 million), however, as of 22 July, it had received only 1.1 per cent of total funding reported, leaving the sector only 4.7 per cent funded and facing a funding gap of over US$90 million (Office for the Coordination of Humanitarian Affairs, Financial Tracking Service). In 2025, the education sector was 20.3 percent funded, while in 2024 it was 7.7 percent funded (OCHA). The school year in Venezuela ends in July. Educational authorities have begun working to reorganize the academic calendar, and we welcome these efforts. The Norwegian Refugee Council will continue to support the efforts of the authorities and the broader humanitarian response, in line with the principles of neutrality and impartiality. In the capital region alone, 432 schools – about a third of all schools – were affected by the earthquakes (UNICEF). According to Education Cannot Wait, 34 schools are currently serving as temporary shelters. According to Education Cannot Wait, learning has been disrupted for nearly 24,000 students. Since July 8, NRC has reached more than 200 children between the ages of 5 and 16 through educational activities.
