Houston Middle School found guilty for damages from the 2018 earthquake

Matanuska-Susitna Borough Assembly Tuesday agreed to condemn Houston Middle School as a fire and health hazard due to widespread earthquake damage.

The building was severely damaged during a magnitude 7.1 earthquake in November 2018. The damage included collapsing walls, as a result of a building technique involving stacked concrete blocks.

The school district previously issued a decision to repair and replace parts of the 9,152-square-foot school, including the replacement of the severely damaged two-story classroom suite. It has been estimated that it will cost $ 28 million.

Instead, the town will seek to replace the entire facility after an analysis revealed that the school was more damaged than previously thought.

Jude Bellaver, the town’s director of capital projects, told the association that in January, the town awarded a $ 2.4 million contract to an architectural firm to conduct an analysis to investigate the damage.

Bellaver said that once this analysis was done, and when “workers were actually able to break into the walls a little bit, we found much more damage than anyone had expected or discovered.”

Professional cost estimator found in July that the original plan for the repair would cost much more – about $ 34.9 million, Bellaver said.

“That’s without fully knowing what was inside those walls,” Bellaver said.

The total cost of demolition and rebuilding is estimated in the range of $ 34 million to $ 35 million. This is well below the district’s initial estimate of $ 48 million.

He said, “It is in the best interest, the safety and health of everyone around Huston Middle School – whether inside the school as students, faculty, parents, or even construction workers – to start from scratch in this building.”

The school building conviction was passed by a 6–1 majority. Assembly member George Mackie voted against it.

Bellaver also said the building’s conviction could help speed up the process of getting federal funds through the Federal Emergency Management Agency.

During the meeting Mackie indicated that there is no guarantee that the town will receive federal funds and that there is a shortfall of about $ 9 million for the rebuilding project.

The district’s chief financial officer, Cheyenne Hindel, told the association that the town has about $ 25 million in approved project financing that consists of insurance money, interest in school bonds, and school district funds.

The Houston Middle School was built in 1985 and had just over 380 students attended before the earthquake. After the school closed, its students began attending the school in Houston High School and in the portable classroom.
