The new set of tools aims to improve global control of congenital damage

Birth defects or congenital anomalies are an invisible tragedy around the world. It is estimated that 295,000 newborns die each year from congenital anomalies during the first 28 days of life. The most common serious congenital anomalies are heart defects, neural tube defects, and Down syndrome.

Congenital anomalies can cause miscarriage, stillbirth, and for survivors, physical and psychological difficulties throughout life. Lack of medical, surgical, and supportive care services for affected children, especially in low-resource environments, can affect families and children.

In an effort to build better prevention and care services to reduce the number of congenital anomalies in the world and to better care for those born with birth defects, WHO, Centers for Disease Control and Prevention, International Center for Birth Control and Research and March of Dimes today launched a new set of tools – Congenital Injury Control: A Handbook for Program Managers and Congenital defect control: a quick guide to selected congenital anomalies.

“Many birth defects are not reported worldwide, and surveillance systems, especially in low- and middle-income countries, are weak or non-existent,” said Dr. Anshu Banerjee, director of the WHO’s Department of Maternal, Infant, Child and Adolescent Health and Aging. . “By investing in the control of birth defects in order to collect better quality data, states can adequately provide high-quality services for the prevention, care and support of these children and families.”

With the growing recognition of the impact of birth defects due to infectious diseases such as Zika virus, nutritional deficiencies and other pregnancy conditions, the updated manual is intended to serve as a tool for developing, implementing and continuously improving national congenital anomaly control programs. The manual is also attached to the newly created rapid handbook for the first healthcare professionals who diagnose and collect data on congenital infections and congenital defects. It contains illustrations and photographs of various congenital defects, as well as summaries of guidelines for diagnosis and data collection.

Through the development of a population surveillance program that accurately records congenital anomalies, states can better understand the burden of these conditions, become more aware of risks, refer identified infants to services in a timely manner, and use prevalence assessments to assess and strengthen all existing prevention or clinical management programs.

Countries can also use the information gathered to inform stakeholders and policy makers about the importance of investing in programs aimed at reducing the occurrence of congenital anomalies and to help them plan appropriate services.

Congenital anomalies can generally be prevented by improved nutrition of women of childbearing potential, prenatal counseling and folic acid supplementation, appropriate antenatal care, including vaccination, and screening, prevention, and treatment of infectious diseases during pregnancy, such as syphilis and rubella.

In 2010, Member States adopted a resolution to promote primary prevention and improve the health of children with congenital anomalies by developing and strengthening registration and surveillance systems, developing expertise and capacity building, and strengthening research and studies on etiology, diagnosis and prevention.

“Today, the WHO is committed as always to raising awareness, reducing stigma and expanding services to prevent and care for congenital impairments as part of each country’s journey towards universal health coverage,” says Zsuzsanna Jakab, WHO Deputy Director-General.
