The Electric Power Corporation Association, which had envisioned Japan operating a network of nuclear reactors using thermal power generation technology, should drastically scale back this ambitious goal.

Years ago, plutonic power was seen as a dream way for Japan to generate electricity using nuclear power plants using plutonium oxide and mixed uranium (MOX) fuel.

The beauty of this technology is that the MOX fuel is created by recycling processed plutonium from spent nuclear fuel.

The first pluthermal plan assembled in 1997 set a goal of building 16 to 18 nuclear reactors with MOX fuel by fiscal year 2010.

Currently, four reactors in Japan are using fuel.

But the slow pace of the spread of the pluthermal program prompted the government in 2009 to extend the deadline for achieving this target to fiscal 2015.

Meanwhile, the 2011 earthquake and tsunami that caused the triple collapse of Fukushima Nuclear Power Plant No. 1 led to the shutdown of all nuclear reactors for stricter safety checks. This, in turn, has led to an extensive review of the pluthermal program.

Since then, the Federation of Japan Electric Power Companies (FEPC) has put together a blueprint for building at least 12 reactors with pluthermal technology by fiscal year 2030, according to the sources.

With only a handful of normal nuclear reactors now operational, the goal of 16 to 18 new reactors is unrealistic.

The heads of the nine electric power companies that operate nuclear plants, as well as the Japan Atomic Energy Corporation and the Electric Power Development Corporation, are due to meet soon to agree on the overall vision.

Once approved, the plan will be submitted to Hiroshi Kageyama, the economy minister who oversees the nuclear power industry.

Under this scenario, utilities would be urged to increase the number of reactors using pluther energy.

Burning MOX fuel could be one way to reduce Japan’s plutonium stocks domestically and abroad. Japan currently has around 45 tons of plutonium, an amount that has raised international concerns because the material could theoretically be used to build thousands of nuclear weapons.

Another catalyst for the new pluthermal plan occurred in July when it passed a spent nuclear fuel reprocessing facility in Rokkasho, Aomori Prefecture, to be operated by Japan Nuclear Fuel Ltd. Security check test.

The central government and the Aomori state government have called on the European Union Consumer Protection Council (FEPC) to put in place a new plutherx scheme as soon as possible.

This would allow the twelve envisaged nuclear reactors using plutheric technology to consume all of the reprocessed plutonium leaving the Rokacho facility, even if it was operating at full capacity.

But with only four reactors now in the pluthermal program, there are no assurances that more will join the program.

For one thing, getting local government approval to resume reactor operations has become increasingly difficult in light of the revelations that some nuclear reactor buildings have been built on top of active seismic faults, raising concerns about another catastrophic nuclear accident in the event of a massive earthquake.
