Canterbury Earthquake: Families of CTV collapse victims seek UN investigation

The families of the victims of the CTV Building in Christchurch will file a complaint with the United Nations about their treatment by the New Zealand government.

In the 2011 Christchurch earthquake, 115 people died when the building collapsed.

A spokesman for the affected families, Maan Al-Qaisi, said that the CTV family group will seek a UN investigation into the apparent violations of victims’ rights.

“In the opinion of the CTV Families Group, the way in which they have been treated by the New Zealand government represents a failure by the government to uphold the United Nations values ​​in relation to victims, which we understand our government has sworn to defend and support,” Al-Casey said.

He said the victims of the CTV crash felt discriminated against because of the government’s treatment of them, compared to victims of other disasters.

Last month, families asked Prime Minister Jacinda Ardern to appoint retired judges to review a police decision not to prosecute after the crash.

Al-Qaisi said Ardern’s office passed his request to Attorney General David Parker.

The petition was filed with Ardern after the Independent Police Conduct Authority rejected a complaint from the families about a police investigation into the meltdown.

Al-Qaisi said he supported government assistance to those affected by other tragedies but felt that the families of CTVs deserved the same level of attention he believed they were not getting.

“Moreover, the prime minister’s apparent unwillingness to meet with me regarding our request is a source of constant concern and disappointment,” Casey said.

“One cannot help but feel that for some inexplicable reason, the CTV family group, in its call for justice and accountability, is being discriminated against.”

Al-Qaisi said the complaint to the United Nations would be filed in January.

In a statement, a spokesman for the Prime Minister’s Office said that Ardern had referred Casey’s letter to the attorney general for response given the previous Crown Act’s involvement in the case.

“The police decision not to prosecute was reviewed by the Independent Police Complaints Authority (IPCA) which upheld the decision.”

They said it would be inappropriate for the PM to comment on the IPCA decision because it was essential that the criminal justice process be free from any political interference.

The matter has also been subject to other reviews, including the royal commission of investigation.

“For these reasons, the government will not appoint retired judges to review the case.”
