Assistant Attorney General Matthew G. Olsen of the Department of Justice's Homeland Security Division traveled to The Hague, Netherlands, this week to address Counter Terrorism Law Enforcement Forum (CTLEF) and to convene a high-level meeting with European partners on stemming the illicit flow of sensitive technology to foreign adversaries.

CTLEF was held on 10-11 July at the European Union Agency for Law Enforcement Cooperation (Europol). Assistant Attorney General Olsen delivered the opening remarks, along with Deputy US Counterterrorism Coordinator Ian Moss. In his remarks, Assistant Attorney General Olsen discussed the Department of Justice's ongoing efforts to combat increased threats from domestic violent extremists in the United States, including those involved in racially or ethnically motivated violent extremism ( REMVE) and individuals who cite the ongoing conflict in the Middle East as inspiration in targeting American Jews and Muslims. He also emphasized the importance of international law enforcement cooperation to tackle transnational links between REMVE actors who spread violent ideology across borders, including through social media and online gaming platforms.

On July 12, Assistant Attorney General Olsen arranged a meeting at the European Union's Agency for Criminal Justice Cooperation (Eurojust) aimed to increase transatlantic cooperation in the fight to keep sensitive Western technology out of the hands of Russia and other foreign state adversaries. In addition to the Assistant Prosecutor General, keynote speeches were given by the Ukrainian Prosecutor General Andriy Kostin, the European Commissioner Didier Reynders (with video) and the President of Eurojust, Ladislav Hamran. The meeting was attended by representatives from more than 30 countries as well as several EU institutions.

In his remarks, Assistant Attorney General Olsen described the threats posed by adversaries seeking sophisticated American technologies such as semiconductors, quantum, hypersonics and artificial intelligence. Adversary regimes can use these tools to increase their military capabilities, engage in mass surveillance, and commit human rights abuses. He highlighted the success of the Department's Disturbing Technology Strike Force, an interagency enforcement effort co-led with the Commerce Department to prevent critical technology assets from being illegally appropriated and used by foreign adversaries. Citing recent prosecutions, Assistant Attorney General Olsen highlighted the concrete impacts of criminal enforcement of US sanctions and export control laws and the force multiplier effect of complementary efforts by international partners to deny malicious actors these technologies .

The countries represented here share a common commitment to the common goal of combating the national security threat posed by the misuse of critical technology, Assistant Attorney General Olsen said. International partnerships are critical to our work. Our adversaries' efforts to obtain sensitive technology span the globe and require an international response.
