The quarrel between the Delhi government and the Center for the distribution of rations on the eve became fierce today with the Prime Minister accusing the Central government of blocking it. Activists have questioned the scheme, saying there are numerous loose edges and there has been no discussion on the proposed project. Owners of ration stores have also raised questions – saying 10,000 people they employ will become unemployed.

The scheme will affect 72 lakh people who receive subsidized wheat, sugar and rice every month. It was a key promise in the Aam Aadmi Party’s 2020 poll manifesto and was set to launch in March.

But the Center has argued that the Delhi government will collect additional charges for milling, packaging and handling, which is contrary to the National Food Safety Act.

On Saturday, the Delhi government claimed that Lieutenant Governor Anil Baijal had rejected it, saying the approval of the Center has not been sought and a case on the scheme is pending in the high court.

Ration traders are also opposing the scheme, saying it would affect the livelihoods of about 10,000 people.

“Many of these people do not have any professional skills. We are pleased that the Center stopped this policy from being implemented,” Saurabh Gupta, secretary of Delhi Sarkari Ration Dealers Sangh, told NDTV.

Activists said there is a lack of clarity on ground-level difficulties.

Anjali Bhardwaj, food rights activist and member of Delhi Rozi Roti Adhikar Abhiyan said many beneficiaries are slum dwellers who are often at work all day.

“How will their ration be distributed? The next question is quality and quantity. If someone who has the right to take 30 kg gets only 20 kg, what is the grievance redressal system? If the food grains are rotten, what is it?” the system to return it? Currently they can refuse to take it to the store, “she added.

No public consultation was held before the initiative was proposed and there was a lack of transparency even regarding its basic details, Ms Bhardwaj said.

Her organization has submitted three RTIs and although the start of the scheme was scheduled for March, until February, the Delhi government could not provide details about the price and quantity of cereals and the details of the agency awarded the distribution contract.

She added that no pilot had been made for the scheme and the State Food Commission – which aims to address corruption and other complaints – is yet to be formed.
