Community Blood Banks are now able to accept certain individuals as blood donors who were previously postponed by the Food and Drug Administration guidelines that regulate the blood industry.

Currently, immediate donations are available to individuals who were stationed in Europe from 1980 to 1996 or who lived in European bases and individuals who lived in Europe for more than 5 years from 1980 to the present. The postponement was due to the risk of mad cow disease.
However, those who have lived in Ireland or France for more than 5 years from 1980 to 2001 and those who have lived in the UK for more than 3 months from 1980 to 1996 will be postponed indefinitely.
