Police taking pictures and fingerprints of lonely children arriving in England | Immigration and Asylum
Thousands of unaccompanied children, including one 2-year-old, were fingerprinted and photographed by the police shortly after they arrived in the UK as part of a lesser-known immigration crackdown operation.
Operation Innerste is a multi-agency initiative launched in 2018 and is designed to protect children new to the UK from falling into the hands of traffickers.
But child protection advocates say the children’s law already grants powers to protect unaccompanied child asylum seekers and has expressed concern over early intervention by the police rather than social workers.
According to freedom of information data obtained by The Guardian, between 2018 and June 30, 2022, 2,177 children between the ages of 2 and 18 were protected by the operation. During the first six months of 2022, one 2-year-old baby was recorded by Operation Innerste. Interior Ministry sources declined to provide information on the incident.

In one incident in June 2022, a 16-year-old Eritrean boy arrived by truck from Calais to London. He turned to Daaro, a youth club for young asylum seekers and refugees for help. Benny Hunter, a youth worker and migration rights activist, contacted the Lambeth City Council Social Services Department and asked them to look after the exhausted and traumatized boy. However, city council officials rejected this, claiming that he was first taken to the police station for inspection of Operation Inerste.
In a Twitter thread about the incident, Hunter raised concerns about the transition of first responders from child social workers to police and immigration officers.
This child was a vulnerable child whose welfare needs were second to the police’s demands on the police and the state’s demands for enforcement of immigration rules. He said police were investigating the children before they had access to the child care facility.
A spokesperson for the city council, Rambes, stressed the need to protect vulnerable children such as the Eritrean boy in a statement about the incident and said he was eventually placed in foster care and is doing well.
A spokesperson added: However, concerns have been raised regarding this case and we will now conduct a review to see if improvements are possible in our operations.
The Innerste operational guidelines state that the purpose of the operation is to establish early relationships and identify children with children, and first responders (usually police) will conduct welfare operations and take pictures and fingerprints. According to the guidelines, it is not necessary to obtain the child’s consent.

Patricia Durr, Chief Executive Officer of Every Child Protected Against Trafficking (ECPAT UK), an anti-trafficking organization, said: Requiring an unaccompanied child to go to the local police first is not a safeguard, is not in the child’s best interest, and is against legal obligations and policy guidelines.
Philip Ishola of Love146, an organization that supports child trafficking survivors and provides campaigns to combat child trafficking and exploitation, said: I think this is more suitable for data collection for immigration and asylum. It preempts and corrupts the existing child protection and protection mechanisms of multiple agencies of rapid child social services.
