U.S. Navy Sailor Arrested in Venezuela, Authorities Say
A U.S. Navy sailor was arrested in Venezuela while visiting the country on a personal trip, multiple U.S. officials confirmed to CBS News.
It is not yet clear why the sailor is being held, but one of the officials told CBS News that the sailor was not on approved leave from the U.S. military or on official travel to Venezuela at the time of his detention.
Multiple U.S. officials and a senior Defense Department official told CBS News that the enlisted sailor was a petty officer first class and a former Navy SEAL who had been assigned to a West Coast team. One of the officials said the sailor was no longer authorized to wear the Trident, the symbol of a qualified SEAL.
Dave Madden, a former Navy SEAL officer and Afghanistan veteran, told CBS News that it is rare for a SEAL to be stripped of the Trident insignia, a golden eagle holding an anchor and a three-pointed spear, which signifies membership in the elite military community.
“It happens sometimes, but it's pretty rare,” Madden said, suggesting that a SEAL would likely have done “something pretty egregious” to be punished that way.
Madden explained that SEALs can typically be stripped of their Trident through a death sentence, which is a non-judicial disciplinary proceeding or court-martial. While each case is unique, former SEALs can either return to a previous Navy job, resign themselves to administrative work, or be discharged from military service.
The U.S. State Department has issued a travel warning against visiting Venezuela, urging Americans to “reconsider travel due to unjustified detentions, terrorism and poor health infrastructure.”

Relations between the United States and Venezuela are strained, with multiple administrations trying to pressure Venezuela's autocratic government to end corruption.
Venezuela held elections earlier this year, but the Biden administration has questioned the results that kept President Nicolas Maduro in power. The State Department said in an August statement that “Nicolas Maduro and his proxies falsified the results of these elections, falsely claimed victory, and waged widespread repression to maintain their power.”
Earlier this week, the United States seized Maduro's plane, Venezuela's equivalent of Air Force One, for alleged sanctions violations.
This is the third high-profile detention of a U.S. service member in just over a year in a country that has had a difficult relationship with the U.S. military. Private Travis King was arrested after crossing into North Korea in July 2023, Army Master Sergeant Gordon Black was arrested in Russia in May of this year, and now the U.S. Navy sailor in Venezuela.
King was released in the United States after just over two months in North Korean custody and is due to appear before a military tribunal in Texas later this month. He is expected to plead guilty to desertion, according to his lawyer. In June, a Russian court sentenced Black to nearly four years in prison.
