US sends $375 million in military aid to Ukraine, will announce billions more

WASHINGTON (AP) — The Biden administration announced Wednesday that the United States will send Ukraine an undisclosed number of medium-range cluster bombs and a mix of rockets, artillery and armored vehicles as part of a military aid package totaling about $375 million; a U.S. official also said billions of dollars more in aid over the coming months would be announced Thursday.

Secretary of State Antony Blinken announced the $375 million package as world leaders gathered at the U.N. General Assembly this week, and Ukrainian President Volodymyr Zelenskyy used his presence to rally support. Zelenskyy will meet with President Joe Biden and Vice President Kamala Harris in Washington on Thursday to continue his push to get them to authorize his troops to use long-range weapons to strike deeper into Russia.

The package announced by Blinken includes air-to-ground bombs, which contain cluster weapons and can be fired by Ukrainian fighter jets, as well as ammunition for the High Mobility Artillery Rocket Systems (HIMARS), Javelin and other anti-armor systems, mine-resistant ambush-protected vehicles, bridging systems and other military vehicles and equipment.

The United States is committed to supporting Ukraine’s defense against Russia’s brutal aggression, Blinken said in a statement. We will deploy this new assistance as quickly as possible to help Ukraine protect its territory and people.

The latest batch of weapons, provided through the presidential withdrawal authorization, is one of the largest approved in recent times and will allow the Pentagon to draw down its stockpile to deliver weapons more quickly to Ukraine.

The move comes as nearly $6 billion in funding for Ukraine aid could expire at the end of the month unless Congress acts to extend the Pentagon's authority to send weapons from its stockpile to kyiv.

A U.S. official, however, said the Biden administration is expected to notify Congress on Thursday of its plans to spend the remaining money from the presidential withdrawal authorization contained in the Ukraine supplemental budget after the current fiscal year, which ends Sept. 30.

That amount, $5.5 billion, must be used or notified to Congress by September 30, or it will be forfeited and returned to the Treasury.

The official, who spoke on condition of anonymity to provide insight into the expected measure, said lawmakers would be informed that the administration would spend the money on several relief programs that will be announced after Oct. 1, during the next budget year.

Ukrainian and Russian forces are engaged in fighting in the east of the country, including hand-to-hand combat in the Kharkiv border region, where Ukraine has driven Russia out of a massive processing plant in the city of Vovchansk, which has been occupied for four months, officials said Tuesday. Meanwhile, Ukrainian troops continue to hold ground in Russia's Kursk region, after a daring incursion there last month.

The aid announcement also comes on the heels of Zelensky's highly guarded visit Sunday to a Pennsylvania munitions plant to thank workers who produce 155mm shells, one of the most critical munitions in his country's fight to repel Russian ground forces.

Including this latest program, the United States has provided more than $56.2 billion in security assistance to Ukraine since Russian forces invaded in February 2022.
