Do you want to rejoin, reset or switch to Swiss style? How Britain is trying to cancel Brexit | Brexit
Isn’t it too early? Is it possible? Ten years after the Brexit referendum and barely six years after leaving the European Union, few would have expected the UK to be discussing rejoining.
Last weekend, Wes Streeting, a former health secretary and possible Labor leadership contender, said Keir Starmer’s government needed a “new special relationship with the EU” and argued that one day the best answer would be “to go back to the EU”.
If Streeting were PM, here are the options you would have:
Moonshot: Full membership of the EU
This will be difficult. Although a referendum is not legally required, it would be politically desirable.
Many believe a referendum would require support of more than 60%, perhaps closer to 70%, to solidify a return. The EU will not support accession negotiations without gold-plated security. Britain will not back down in the next ten years.
Remember that the political energy expended on accession is enormous, and many member states may prefer to spend it on Ukraine and Moldova, which are so important to the EU’s eastern security.
A recent survey by Best for Britain found that while more than 80% of people planning to vote for Labour, the Lib Dems or the Greens supported a full return to the EU, only 53% of voters overall felt the same.
Support bar chart for policy options
Even if the UK can win overwhelming support to return to the EU, talks at a technical level will inevitably be intense and fraught with potential bear traps, starting with the unwinding of the Withdrawal Agreement, which covers Northern Ireland, citizenship and the divorce bill.
swiss style halfway house
Although Switzerland is not an EU member, it signed an agreement last year that cements “frictionless access” to the single market, the EU electricity market, the space program, access to the Erasmus and Digital Europe research programs, and participation in the European Center for Disease Prevention and Control.
In return, Switzerland agreed to free up the movement of people and pay 375 million euros (£326 million) a year into the EU’s Economic and Cohesion Fund.
The EU offered the UK a Swiss-style deal, but it was rejected by Boris Johnson on the grounds that regulatory coordination and free movement were needed.
Norwegian halfway house
Britain could rejoin the single market through membership of the European Economic Area, something Starmer previously rejected.
Norway, Liechtenstein and Iceland, which are considering joining the EU after Donald Trump’s threat to Greenland, are all part of the EEA.
In order for the UK to become a member of the EEA, it must first negotiate accession to the European Free Trade Association (EFTA). We must also embrace freedom of movement.
4. Maintain the status quo: Prepare, stabilize, reset.
This includes Keir Starmer continuing to coordinate piecemeal with the EU.
The limits of the reset ambitions were seen as politically expedient two years ago, and Britain remains nervous about how a possible deal would play out in public, particularly as it has framed its youth mobility plan as immigration and insisted that annual numbers be limited to fewer than 50,000 people.
Critics say the deal will have no noticeable impact on the economy and that Labor will have little impact on the damage caused by Brexit.
5. New ideas?
The Swiss deal shows how tired Brussels is of expending political and administrative energy constantly maintaining and updating agreements with third countries, but it also shows that it can be open to imaginative and flexible ideas.
Can the UK really rejoin the EU? – recent
