Andy Burnham says net immigration from the UK needs to fall further.

Excluding the COVID-19 incident, it is the lowest since 2012.

Burnham, the current mayor of Greater Manchester, also said the government “must get the balance right” over its plans to make it more difficult for immigrants to settle permanently in the UK.

He said he “supports the broad drive” proposed by Interior Minister Shabana Mahmood.

Mahmood insisted the planned changes were “fair” and necessary to avoid “draining public finances”.

But some Labor MPs, including former deputy prime minister Angela Rayner, described the retrospective nature of the proposals as “un-British” and a case of “moving the goalposts”.

Burnham highlighted the consultation on the Home Secretary’s plans, adding: “We’re going to have to work hard to redress the balance, but the broad momentum of what she’s doing is right.”

Settlement, also known as indefinite leave, gives individuals the right to live, work and study in the UK for as long as they wish, and can apply for benefits if they are eligible.

The Home Office estimates that if no changes are made, around 1.6 million people could be resettled between 2026 and 2030.

Burnham also said his views on gay spaces had changed after being asked whether he accepted new guidance from the Equality and Human Rights Commission (EHRC).

Separate spaces for men and women, such as locker rooms and restrooms, must be used based on biological sex in accordance with guidelines approved by the Minister.

Burnham has previously said that “minorities” are having problems with trans women – biological men who identify as women – in women’s restrooms.

On Friday, Burnham said she accepted the Supreme Court ruling that the definition of woman under the Equality Act must be based on biological sex and “must be enforced.”

He added, “It makes clear that this ruling should not be a kind of victory over other people in society, and that marginalized people should no longer be marginalized.”

Asked whether his position on the issue had changed, he told the BBC: “I’ll be honest with you: I’ve watched the debate unfold over the years.”

“We always approached it live and let it be live,” Burnham said. He added that he wants a situation that is “fair but recognizes everyone’s concerns and finds a balance that brings people back together.”
