Russian Lavrov tells Rubio Americans should leave Kyiv

Russia said Tuesday its government had warned U.S. Secretary of State Marco Rubio to evacuate American diplomats and citizens from kyiv, as Moscow prepares new strikes on the Ukrainian capital.
Foreign Minister Sergei Lavrov “officially informed” Washington that Russia would launch “systematic and coherent strikes” against Ukrainian military installations and what Moscow calls “decision-making centers” during a call with Rubio on Monday, according to the Russian government.
CNBC has contacted the US and Ukrainian governments for comment.
The call comes after the Russian government issued a statement calling on foreign citizens, diplomatic personnel and international organizations to leave Kyiv, warning that it was preparing to target the capital, with a focus on drone design, manufacturing and programming facilities.
“The strikes will target decision centers and command posts,” the statement said.
“Since the above-mentioned facilities are scattered throughout kyiv, we inform foreign citizens, including staff of diplomatic missions and international organizations, of the need to leave the city as quickly as possible.”
The Russian government also warned residents of kyiv not to use military or government facilities and infrastructure.
Lavrov highlighted the warning to Rubio during Monday’s call, the Russian Foreign Ministry said.
In a readout of the conversation, U.S. State Department spokesman Tommy Pigott said Rubio spoke to Lavrov at the latter’s request.
“The parties exchanged views on the Russian-Ukrainian war, bilateral relations and the situation in Iran,” he said.
Lavrov would have “expressed his regrets” over the impasse in the peace agreement between Russia and Ukraine, according to the Russian Foreign Ministry.
Last year, the United States led negotiations between Russian and Ukrainian delegations in an effort to end the war between the two nations.
The talks reached an impasse after months of diplomacy, with concessions of Ukrainian territory to Russia remaining a sticking point.

Earlier this month, US President Donald Trump and Russian leader Vladimir Putin said they could see the conflict ending soon.
“I really think the end of the war in Ukraine is very near,” Trump told reporters at the time.
However, Rubio told reporters Friday that U.S.-led efforts to broker a peace deal had ended, explaining that previous negotiations “were not successful.”
“Such talks are not happening now, but we hope that will change because this war can only end with a negotiated settlement,” he told reporters. “This will not end in a military victory for one side or the other.”
He said the United States was willing to continue overseeing peace talks if they were constructive, adding that “there doesn’t seem to be anyone else in the world right now who can handle this.”
“We don’t want to get involved in an endless cycle of meetings that lead to nothing,” Rubio said.
Before returning to the White House for his second presidential term, Trump said he would be able to resolve the war in Ukraine in a day.
Russia launched a full-scale invasion of Ukraine in February 2022.
In 2014, Russia invaded and annexed Crimea, a peninsula in southern Ukraine. The same year, armed conflict broke out in eastern Ukraine between government forces and Russian-backed separatists.
Kyiv has been the target of Russian strikes several times since the 2022 invasion. Over the weekend, the city was hit by new attacks, including what was reportedly one of the largest missile strikes on the city since the start of the war.
