Britain will not receive special treatment in its future economic relationship with the EU, European ministers have said, dealing a further blow to Keir Starmer’s hopes of negotiating a single goods market.

EU European ministers who met on Tuesday said they wanted deeper cooperation with Britain, but that this should be consistent with basic principles, including not cherry-picking EU policy, according to three diplomatic sources who spoke about private discussions.

The Guardian revealed last week that the government had proposed to Brussels the creation of a single market for goods between the UK and the EU, but EU officials had rejected the proposal.

The single goods market that the Prime Minister and his wife, Rachel Reeves, have long hinted at would be a radical departure for the EU. Since the Brexit vote almost a decade ago, EU leaders have said the single market encompasses four freedoms: free movement of goods, services, capital and people.

European ministers were not very keen on Britain’s proposal for free movement of goods, but the idea was only briefly mentioned at a meeting on Tuesday, EU sources said. “Member states reaffirmed the established legal framework underpinning relations and negotiations, continuing to emphasize the indivisibility of the four freedoms, the balance of rights and obligations, the autonomy of EU decision-making and the avoidance of selectivity,” an EU diplomat said.

The diplomat said Maroš Šefčovič, the EU commissioner responsible for UK relations, concluded that “while the EU remains united in its ambition to deepen relations, the UK’s red lines are increasingly constraining progress.” The European Commission declined to comment.

France said it would gladly welcome Britain’s return to the European single market and customs union, reflecting the changed geopolitical environment following Brexit. EU officials also emphasized that Britain could continue to use its customs union or affiliation with the single market.

But some member states are skeptical about Britain’s willingness to follow the rules. Joining the single market without EU membership would leave the UK without a vote when new rules are drawn up.

A second EU diplomat said relations with the UK were “the best we’ve had for a long time” but “the UK still wants to have its cake and eat it too”.

He said EU member states “value” a stable relationship and want to work together with the UK, but “this does not mean the UK and the EU are equal partners”.

With no date announced for the long-awaited EU-UK summit tentatively scheduled for July 13, doubts are growing about Starmer’s return to the EU.

The summit is aimed at finalizing the Sanitary and Phytosanitary (SPS) Agreement to ease trade in food, drink and agricultural products, the Emissions Trading System (ETS) Connectivity Agreement and the Youth Experiences Scheme to enable young Europeans to work, study and travel across the UK and EU.

This is also seen as a moment when both sides are interested in deepening their defense ties and launching an agenda for future cooperation.

Asked about the future EU-UK relationship, Ireland’s Europe minister, Thomas Byrne, told reporters: “We have things to agree now: ETS, SPS and the Youth Experience Plan. And let’s focus on those before we get into other discussions that present difficulties. We certainly want to be as open as possible in the relationship.”

Asked specifically about the single market for Britain’s goods offering, he said: “It presents challenges.”
