US declares banned deals with Iran for safe transit of Hormuz

The United States has asserted that deals with Iran to safely cross the Strait of Hormuz – even those that do not involve paying a toll – are not allowed, as conflict between the two nations continues.

“Regardless of whether a payment is made, Americans are prohibited from receiving services from the Iranian government, including services related to a guarantee of safe passage,” the U.S. Treasury said in an updated statement dated May 29.

Shipping through Hormuz – the vital waterway that connects the Persian Gulf’s energy infrastructure to the rest of the world – has slowed to a trickle since the war in Iran began on February 28, sending the price of oil skyrocketing. The White House has sent mixed messages on the prospects for a deal with Iran, a trend that continued Friday.

Iran created a new entity called the Persian Gulf Straits Authority to “collect tolls and extort ships transiting the Strait of Hormuz,” Treasury said in the statement. The U.S. Office of Foreign Assets Control has designated the PGSA “consistent with our counterterrorism authorities” and warned that dealing with it carries sanctions risks.

While shipping slowed considerably through Hormuz, some ships made the crossing successfully: about a quarter of the large non-Iranian tankers stuck in the Persian Gulf at the start of the Iranian war managed to escape slowly and stealthily.

Payments – and guarantees – from the Iranian government or the Islamic Revolutionary Guard Corps for safe passage through the Strait of Hormuz would not be permitted, the statement said.
