UK-EU ‘reset’ summit likely to take place next month despite speculation of delay | European Union
The EU said Keir Starmer’s upcoming summit to “reset” UK-European relations could still take place in July. Talks on youth mobility remain deadlocked, raising fears they could be delayed until the autumn.
“The summit is scheduled for mid-July, but at this point it may be postponed until after the summer,” said an EU diplomat.
“There is a common concern about lack of momentum,” the source said, adding, “Negotiations always continue until the moment the clock stops, and you receive a text message the next morning. There is no deadline, so there is less pressure.”
“We expect that the summit will probably take place in July,” EU trade commissioner Maroš Šefčovič said at a meeting in Brussels.
Asked whether talks had stalled on plans to introduce a three-year visa scheme for under-30s that would allow them to travel freely, he said this was one of the top three issues and one that EU ministers were deeply concerned about.
Referring to a recent meeting of 27 European ministers, he said: “When we discussed our relationship with the UK, 20 ministers took the floor and said how important youth experiences are to them. So I think this is an investment in the future.”
Šefčovič added that his second daughter studied in England. “She has all her college friends from England, she speaks much better English than I do, and she has a great British accent.”
His personal concerns are widely reflected across European governments, meaning this is turning into a red line for EU leaders.
British Business Secretary Peter Kyle, who held an hour-long meeting with Shefkovic in Brussels on Friday, said “we are well aware of the strength of emotion over youth mobility” but that a deal must be “respectful” of both sides.
The second annual summit since Brexit was originally due to be held in May, exactly a year after the first, when Starmer and European Commission President Ursula von der Leyen met at Lancaster House in Westminster.
But sources say discussions on youth experience plans and veterinary deals have taken longer than expected, leading to the date for this year’s summit being set for June 29.
It has now been moved to a tentative date of July 13, and there is speculation it could be changed again.
Kyle described the meeting with Šefčovič as “positive” and full of “hope and optimism” as they try to close deals on three areas: youth mobility, food and beverage bureaucracy and carbon emissions.
When asked why a date for the summit hasn’t been set yet, Kyle said, “We haven’t set a date, but it’s coming soon. We’re putting our heart and soul into this reset.”
He added, “We’re just confident that this is a big step forward every time we have a summit. We’re not just always looking over our shoulder to think, ‘What did we do last time?'”
Four EU sources said talks remained deadlocked over the EU’s insistence that citizens studying in Britain under the plan would have to pay “home” tuition fees. The UK wants to limit the number of EU citizens coming to the UK to between 40,000 and 50,000 per year.
One EU source accused Britain of trying to introduce a new problem. “The UK wants to continue to link its youth mobility plans with others,” they said.
Kyle said on Friday that there were also problems on the British side, including with business mobility.
One EU diplomat complained about the secrecy of the talks, which he said meant key politicians could not give them the help they wanted to expedite the negotiations.
“We share values, we miss them, we want them back, we want to help, but it’s very difficult to help if you don’t know what their plans are,” the diplomat said. “We have some difficulties with the British because we don’t know their plans and vision.”
Kyle said relations had been “healed” at the meeting and that relations could become closer after the summit, but the UK needed to consider voters’ concerns about migration in relation to youth mobility.
“The way to convince the British people is to show that the EU provides benefits to British people no matter where they live in the UK,” he said. “If we can get these two things right on both sides, we have a really fantastic future ahead of us.”
