UK to set end date for imports of Russian diesel and jet fuel through third countries



Britain has outlined a timetable for phasing out a blanket ban on diesel and jet fuel made from Russian crude in a bid to cut off Putin’s war funding in Ukraine. The UK has confirmed that temporary permission for the ban will expire on January 1, 2027. The government will continue to review the permission every two weeks with the intention of lifting it as quickly as possible.

The government today confirmed its schedule for phasing in a ban on imports of Russian refined oil as part of a recently announced sanctions package aimed at further pressuring President Putin’s war machine.

The package builds on Britain’s existing sanctions regime against Russian oil, including a long-standing ban on importing crude oil and refined products directly from Russia.

On May 20, the UK went further by introducing a new ban on refined oil made from Russian crude in third countries.

The government at the time made clear that these measures would be introduced in phases to ensure market flexibility while increasing pressure on Russia, in line with the approach commonly used by international partners.

Targeted licensing has therefore been introduced to support the UK supply chain during the transition period. The license included allowing continued imports of diesel and jet fuel, ensuring flexibility while new restrictions were in place. The licenses were always intended to be temporary and designed to be removed as quickly as possible to maximize pressure on Russia.

Along with its commitment to a fortnightly review, the Government also confirmed today that it will set an end date for refined oil licensing of 1 January 2027 to help industry plan. This sets a timeline for phasing out the embargo completely and closing remaining Russian oil routes. We will continue to work to ensure that your license is released as soon as possible through regular reviews.

The refinery measures form part of a broader package announced on May 20 to increase pressure on the Russian economy, including new restrictions on liquefied natural gas (LNG) maritime services. These measures are designed to cut off the main source of revenue that finances President Putin’s illegal invasion of Ukraine.

The UK continues to stand shoulder to shoulder with Ukraine and work closely with international partners to maintain pressure on the Russian economy and degrade President Putin’s war machine.

The UK has now sanctioned more than 3,300 individuals, companies and vessels under the Russian regime. International sanctions have cost the Russian economy more than $450 billion overall and continue to put pressure on its ability to finance the war.

As Russia desperately tries to find an alternative to its floundering oil industry, the government is piling on the pressure, targeting routes previously used to circumvent Western sanctions and sending a clear message that Britain will continue to take evasive action in lockstep with its allies.

Trade Secretary Chris Bryant said:

We are strengthening our sanctions regime to pressure Russia’s ability to finance its illicit war against Ukraine in a progressive and responsible manner.

I promised the House that temporary general licenses for diesel and jet fuel would be reviewed every two weeks and lifted as soon as possible. Today we confirm that the Government will include an end date in the licenses of 1 January 2027 at the latest and will keep the licenses under ongoing review.

The end date is a clear signal that we will continue to apply maximum pressure on Russia.
