Read the 14-point memorandum of understanding between the United States and Iran

The memorandum of understanding (MOU) between the United States and Iran includes a 60-day ceasefire and the reopening of the Strait of Hormuz, according to a copy of the text obtained by Military Times. It also paves the way for sanctions relief and a $300 billion reconstruction incentive for the Islamic Republic – subject to a final deal being reached.

President Donald Trump and Vice President JD Vance electronically signed the agreement on Sunday, ahead of an official ceremony planned for Friday in Switzerland. Vance is expected to lead the U.S. delegation alongside special envoy Steve Witkoff and the president’s son-in-law Jared Kushner.

The deal leaves the most difficult points of contention between Washington and Tehran – such as the fate of Iran’s nuclear program – to the next phase of negotiations.

Trump, speaking Wednesday at the Group of Seven summit in France, warned that any violation by Iran of those terms would trigger a new U.S. military campaign.

“If they don’t behave well, we will start dropping bombs right in their heads again,” the commander-in-chief told reporters.

The full text of the “Islamabad Memorandum of Understanding between the United States of America and the Islamic Republic of Iran” is as follows:

Paragraph 1

The United States of America and the Islamic Republic of Iran and their allies in the current war, by signing this Memorandum of Understanding, declare an immediate and permanent end to military operations on all fronts, including in Lebanon, and henceforth undertake not to initiate any war or military operations against each other, to refrain from the threat or use of force against each other, and to guarantee the territorial integrity and sovereignty of Lebanon. The final agreement will confirm the definitive end of the war on all fronts, including in Lebanon, as well as other provisions of this paragraph.

Paragraph 2

The United States of America and the Islamic Republic of Iran undertake to respect each other’s sovereignty and territorial integrity and to refrain from interfering in each other’s internal affairs.

Paragraph 3

The United States of America and the Islamic Republic of Iran undertake to negotiate and reach a final agreement within a maximum period of 60 days, extendable by mutual agreement.

Paragraph 4

Immediately following the signing of this Memorandum of Understanding, the United States of America will begin to lift its naval blockade and any disruptions or obstacles against the Islamic Republic of Iran, and will completely end the naval blockade within 30 days. During this period, ship traffic will be proportional to the number of pre-war traffic restored by the Islamic Republic of Iran. The United States of America further undertakes to withdraw its forces from the vicinity of the Islamic Republic of Iran within 30 days of the conclusion of the final agreement.

Paragraph 5

Upon signing of this MoU, the Islamic Republic of Iran will make arrangements, using its best efforts, for the safe passage of commercial vessels, free of charge for 60 days only, from the Persian Gulf to the Arabian Sea and vice versa. Commercial vessel traffic will begin immediately and, taking into account the need to remove technical and military obstacles, mine clearance by the Islamic Republic of Iran will be initiated within 30 days. The Islamic Republic of Iran will conduct a dialogue with the Sultanate of Oman to define the future maritime administration and services in the Strait of Hormuz, in discussion with other littoral states of the Persian Gulf, in accordance with applicable international law and the sovereign rights of the coastal states of the Strait of Hormuz.

Paragraph 6

The United States of America commits with its regional partners to develop a definitive, mutually agreed plan of at least $300 billion for the reconstruction and economic development of the Islamic Republic of Iran. The mechanism for implementing this plan will be finalized as part of a final agreement within 60 days. All licenses, waivers and authorizations required for the relevant financial transactions will be granted by the United States of America.

Paragraph 7

The United States of America is committed to ending all types of sanctions against the Islamic Republic of Iran, including United Nations Security Council resolutions. IAEA Board of Governors resolutions and all U.S. unilateral sanctions, primary and secondary, according to a timetable agreed upon as part of the final agreement. The Islamic Republic of Iran and the United States of America recognize the critical importance of the issue of lifting sanctions mentioned above and have expressed their intention to immediately address these issues in the negotiations in order to reach a mutual agreement on them.

Paragraph 8

The Islamic Republic of Iran reaffirms that it must not acquire or develop nuclear weapons. The United States of America and the Islamic Republic of Iran have agreed to resolve the issue of disposal of stockpiled enriched materials in accordance with a mechanism to be mutually agreed upon in accordance with the timetable mentioned in paragraph seven, with a minimum on-site mixing methodology under the supervision of the IAEA. The two sides also agreed to discuss the issue of enrichment and other mutually agreed issues related to the nuclear needs of the Islamic Republic of Iran, based on a satisfactory framework agreed in the final agreement. The final agreement will confirm the provisions of this paragraph. The United States of America and the Islamic Republic of Iran recognize the critical importance of the above-mentioned nuclear issues and express their intention to immediately address these issues in negotiations in order to reach a mutual agreement on them.

Paragraph 9

Pending final agreement, the United States of America and the Islamic Republic of Iran agree to maintain the status quo. The Islamic Republic of Iran will maintain the current status quo of its nuclear program, and the United States of America will not impose any new sanctions or deploy additional forces in the region.

Paragraph 10

The United States of America commits that immediately upon signing this Memorandum of Understanding and until the end of sanctions, the United States Department of the Treasury will grant waivers for the export of Iranian crude oil, petroleum products and derivatives, as well as all related services, including banking, insurance, transportation, etc.

Paragraph 11

The United States of America undertakes to make the frozen or restricted funds and assets of the Islamic Republic of Iran fully available for use upon implementation of this Memorandum of Understanding. The United States of America and the Islamic Republic of Iran will agree on procedures related to the release of these funds during negotiations. These funds, whether obtained in the original account or transferred, will be fully usable for payment to any final beneficiary designated by the Central Bank of the Islamic Republic of Iran. The United States of America undertakes to issue all necessary licenses and authorizations accordingly.

Paragraph 12

The United States of America and the Islamic Republic of Iran agree that an executive mechanism will be established to monitor the successful implementation of this Memorandum of Understanding and future compliance with the Final Agreement.

Paragraph 13

After the signing of this Memorandum of Understanding, and subject to the commencement of the implementation of paragraphs 1, 4, 5, 10 and 11 of this Memorandum of Understanding, and the continued implementation of these measures, the United States of America and the Islamic Republic of Iran will enter into negotiations regarding the final agreement exclusively on the other paragraphs.

Paragraph 14

The final agreement will be approved by a binding resolution of the United Nations Security Council.
