£15 billion of new funding to transform the military and keep the UK safe



Additional funding to strengthen military readiness, accelerate the drone transition, strengthen future fighter aircraft and strengthen the UK’s nuclear deterrent. The Defense Investment Plan will also create around 60,000 additional direct and indirect UK industrial jobs by the end of the decade, bringing the number of jobs supported by defense spending in the UK to more than half a million. Nearly £300 billion in funding over the next four years to transform the UK Armed Forces with cutting-edge equipment.

The UK Armed Forces will be ready and equipped to fight the wars of today and tomorrow, following a landmark £15 billion investment to fund key equipment and technologies announced today.

The Prime Minister announced in a major address to Malloy Aeronautics this morning that his defense investment plan will be underpinned by £298 billion of investment over the next four years, including £15 billion more on top of last year’s spending review.

Defense funding from £54 billion a year under the previous government will rise to almost £80 billion by 2029, with UK defense spending rising to 2.7% of GDP.

This means that the proportion of GDP spent on defense will be higher by the end of this decade than at any time in the past 30 years, putting the UK on track to meet NATO’s defense spending targets by 2035.

The major spending increase is also expected to create around 60,000 additional direct and indirect UK industry jobs by the end of the decade, taking the number of jobs supported by defense spending in the UK to more than half a million.

The Defense Investment Plan, to be published later today, will deliver on the vision set out in the Strategic Defense Review, which will see the force adapt to present and future warfare by investing in new equipment and embracing new technologies such as drones, autonomy and AI.

Key funds include:

Over the next four years, we will invest more than £8 billion in the Global Combat Aviation Program (GCAP), working with close allies Japan and Italy on a program to build the next generation of stealth fighters for the Royal Air Force. Investing more than £63 billion over the next four years to strengthen the UK’s nuclear deterrent and fund the Dreadnought and SSN-AUKUS submarines, new warheads and other vital nuclear work. Additionally, we will purchase 12 F35As and participate in NATO’s nuclear mission. Over the next 10 years, £26 billion will be invested in Project Royal Oak, including the nuclear investment component above over the first four years. It is the largest upgrade of the naval base for more than 45 years, including multi-billion pound upgrades at Faslane, Portsmouth and Devonport. More than £5 billion over the next four years to fund the drone transition for our armed forces. As part of this, £650 million will provide affordable expendable autonomous systems, including drones and unmanned ground vehicles, to rapidly improve the lethality of the Army, Commandos and Special Forces. It will cost around £2 billion to integrate our forces with a new web of digital targeting. This will enable faster decision-making and speed in destroying identified targets and will be supported by world-leading AI and software. Investing £790 million over the next four years to protect the UK mainland and overseas bases from aerial, drone and missile threats. This will revolutionize command and control and purchase new radars and sensors. We will also invest in directed energy weapons, upgrade the Sea Viper for Type 45 destroyers, expand counter-drone systems, and build a new integrated air, space, and missile defense operations center. Investing £11 billion in materiel and weapons to increase the UK’s stockpile and ensure our forces have the right mix of capabilities to defeat targets, including long-range strike weapons, low-cost cruise missiles and single-direction effectors. By 2030, we will build at least six new energy plants and increase our national military production capacity. Investing £900 million to drive efficiency and reform procurement, including a £500 million Innovation Fund to deliver productivity-boosting investments in AI and workforce innovation, and an initial contribution of £400 million to setting up a multilateral defense mechanism. Investing £100 million in the Prime Minister’s Rapid AI Delivery Taskforce to accelerate the deployment of AI-enabled capabilities into the hands of our armed forces.

The government is also investing £115 million to strengthen the UK’s defenses against AI threats, including using AI to improve biosecurity and mitigate risks posed by autonomous AI agents.

This record investment will transform our Armed Forces and provide the funding and equipment they need to fight and defend Britain, putting the safety of the British people first.

The world is a more dangerous and unstable place. So it makes sense that we are increasing our ground forces, rebuilding our ammunition reserves, and investing in cutting-edge technologies to ensure we can outsmart our adversaries for generations to come.

Every pound of this plan will have a double impact, delivering economic growth and opportunity for the British people and supporting more than half a million jobs by the end of the decade, while strengthening our national security.

And today’s Defense Investment Plan goes even further, giving this Parliament almost £300 billion to transform our armed forces. I had more money and made different choices for my defense. We will invest £298 billion over the next four years. This includes an additional £15 billion, the majority of which is additional day-to-day spending to train and improve the availability of ships and aircraft to enhance combat readiness.

By adopting new technologies, I will equip our troops with autonomous systems that will give them the edge on the battlefield.

These additional funds and these choices send a clear signal to allies and adversaries alike. In other words, the UK is strengthening its security.

To bolster today’s further investment, the Prime Minister also announced this morning a new £50 billion defense export facility set up by UK Export Finance to help UK defense companies win contracts around the world. This will support UK defense companies of all sizes and strengthen the UK’s competitiveness in this fast-growing market.

The Defense Investment Plan is this Government’s continuation of the Strategic Defense Review’s vision for the UK’s defense.

GCAP is a groundbreaking collaboration between the UK, Japan and Italy to develop a sixth-generation stealth fighter aircraft and is already supporting 4,500 jobs across the UK. This work is deepening defense, industrial and technological cooperation with partners in the Indo-Pacific and Euro-Atlantic regions.

The Defense Investment Plan will include significant funding to renew and maintain the UK’s nuclear deterrent, the ultimate guarantor of our security, declared to defend NATO.

Over the next four years, £20 billion more will be invested in defense nuclear enterprises than in the previous four years. It demonstrates the government’s commitment to funding a nuclear “triple lock” that would build four Dreadnought submarines at Barrow, maintain a nuclear deterrent and provide for future upgrades, including warhead replacements.

This investment will be underpinned by a commitment to eliminate waste and inefficiencies, including tackling fraud and errors worth £250 million and accelerating investment in AI and procurement reform.

The government has set out details of how it will align the priorities of public spending, play by fiscal rules and finance its defense investment plans without taking resources away from routine spending on frontline services.

This approach allows our nation to continue to renew and rebuild and ensures our military has the resources it needs to meet this new era of threats.
