Government announces four unitary authorities for Hertfordshire – www.watford.gov.uk

Decision to reorganize Hertfordshire local government has been confirmed…

Today (16 July 2026) the Government announced its decision on Local Government Reorganization (LGR) in Hertfordshire, confirming that four new unitary councils will be created, subject to parliamentary approval.

This means that from April 1, 2028, the new authority will take over responsibility for providing services currently provided by county councils and district and borough councils in the area.

The new single authorities are:

North West Hertfordshire – Serves the communities of the existing Dacorum Borough Council and St Albans City and District Council. South West Hertfordshire – Serves communities in the existing Hertsmere Borough Council, Three Rivers District Council and Watford Borough Council. Central Hertfordshire – Serves communities in the existing North Herts Council (excluding the five district council wards), Stevenage Borough Council and Welwyn Hatfield Borough Council (excluding Northaw & Cuffley Borough Council). District) Eastern Hertfordshire – Serves communities in the existing Broxbourne Borough Council and East Herts District Council, as well as the Northaw & Cuffley Borough Council ward in the existing Welwyn Hatfield Borough Council area and the Royston Heath, Royston Palace, Royston Meridian, Ermine, Weston and Sandon District Council wards in North Herts Council.

Explaining the reasons for its decision, the government said the four unitary council model reflects Hertfordshire’s unique economic areas, links to local communities and a tailored approach to services and provides a strong foundation for devolution in Hertfordshire.

Hertfordshire is exploring the establishment of a strategic mayoral authority with a directly elected mayor of Hertfordshire as soon as possible to help the county reach its full potential. Local government reorganization is an important step toward this end.

Devolving power, funding and decision-making from central government to locally elected mayors allows for better decision-making on key economic drivers, specifically designed around what is best for Hertfordshire.

Elections for the new authorities will be held in May 2027. These elected members will help establish the new parliament and operate in a “shadow” capacity before the new authority is established on April 1, 2028.
