House of Representatives passes defense bill including $750 million for security ties with Israel

The U.S. House of Representatives narrowly passed its version of a massive defense policy bill Wednesday, despite Democrats’ concerns about its enormous cost, the war in Iran and a provision that would strengthen the Pentagon’s ties with Israel.

The National Defense Authorization Act, or NDAA, for Fiscal Year 2027, which authorizes an unprecedented $1.15 trillion in military spending, passed the House of Representatives by a vote of 216-212.

The vote fell largely along party lines, with all but seven Republicans voting in favor of the measure and all but six Democrats voting against.

The NDAA includes several provisions that allocate $750 million for joint U.S.-Israeli military projects.

The funds include “$500 million for missile defense, $100 million for counter-drone systems, $100 million for subsurface operations and $50 million for emerging technologies. The bill also expands Israel’s War Reserves Authority,” AIPAC said in a statement.

Progressive Democrats sought to rally against the provision that strengthens Israeli-U.S. security cooperation, falsely claiming it would integrate the two countries’ intelligence services. However, the efforts ultimately failed.

Last week, nearly half of House Democrats voted for a measure to suspend all military aid to Israel, reflecting the growing rift between the party and Israel. Democrats on the party’s left flank pushed hard to end U.S. military aid to Israel during the midterm primary election campaigns, while the establishment wing wants to limit aid to defensive weapons only.

The plan adopted Wednesday also provides $73 billion for the armed forces and intelligence agencies, including to finance operations linked to the war against Iran, as well as $12 billion in aid to farmers affected by US President Donald Trump’s trade war.

Another $10 billion would be spent on election-related programs as part of Trump’s effort to enact new voting restrictions nationwide, while his broader “SAVE America Act” lacks enough support to move forward.

Democrats also opposed the large sums authorized for the Pentagon, at a time when US President Donald Trump and his Republican colleagues are slashing spending on social programs.

They also oppose the ongoing and deeply unpopular war with Iran, which the Pentagon says has cost the United States $37.5 billion so far.

The budget package represents the Republican Party’s last major legislative push ahead of November’s midterm elections, the outcome of which will determine whether the party retains its majority in Congress and thus continue to shape the remainder of Trump’s second term.

If approved by the Senate, the resolution, which is currently only a budget framework, would allow House Republicans to draft detailed legislation later in the summer.

The objective would then be to try to pass it in the Senate by a simple majority using an accelerated budget procedure, thus bypassing the usual threshold of 60 votes and Democratic opposition.

House Speaker Mike Johnson said the measure approved Wednesday “puts Congressional Republicans on a path to implementing two fundamentally simple and crucial goals: securing America’s elections and strengthening our homeland.”

House Budget Committee Chairman Jodey Arrington, a Texas Republican, said during the House debate that the money would be used to “support our troops in times of need: just basic battlefield preparation, bullets and bombs to finish the job and return home safely and victoriously.”

Democratic Representative Rosa DeLauro, for her part, denounced a measure that would allow Trump to finance the continuation of his war against Iran.

“The American people do not want more unlimited, aimless, costly and deadly wars in the Middle East. They want the prices of basic necessities like food, housing, health care, child care and gasoline to fall,” she said.

Rep. Brendan Boyle of Pennsylvania, the ranking Democrat on the budget panel, called for the bill to be rejected, saying it would add nearly $100 billion in new government deficits at a time when the national debt is nearing $40 trillion.

“Nothing to lower gas prices. Nothing to lower food prices…just more spending on the most unpopular war in American history,” Boyle said.

The nonpartisan Committee for a Responsible Budget warned that the $95 billion price tag outlined in the Republican budget plan would actually rise to $130 billion when interest payments on borrowed money are included.

He also noted that with this third special funding bill, using a procedure called reconciliation, lawmakers were asked to “tolerate the gaps” by promising that future legislation would reduce the deficit. So far this has not come to fruition.
