Coronavirus Crisis: Lack of Staff Puts “Status Red” Ratings in 75 Nursing Facilities into “Significant Risk”
The operation of 75 nursing homes has a “significant risk” and is rated “Status Red” due to staffing issues.
Nursing homes, especially those for the elderly, are at the forefront of the fight against Covid-19, with a large percentage of deaths occurring among vulnerable residents of private and public institutions.
Over the weekend, it was revealed that 21 people died in just one nursing home at St Mary’s Hospital in Phoenix Park, Dublin.
Early in the emergency, serious issues were raised about the priorities of supporting nursing homes.
Some nursing homes are at risk of staffing because workers need to be self-isolated because they are sick with a virus or have been in contact with suspicious cases.
Last night HSE defended that response. With additional support, we found that 75 nursing homes were given a “red” rating using the signaling system to assess long-term care homes.
From infection control advice to additional staff and personal protective equipment (PPE) delivery, 425 homes receive some support. HSE CEO Anne O’Connor said 221 of these were considered stable after some intervention and were classified as “green.” Another 129 still requires “significant extended support”.
Also, 75 people belong to the “red” category, which has “significant operational risks”.
Of those in the highest risk category, 17 are HSE operated facilities. Ms. O’Connor said the 75 homes are “especially challenging” in that they have adequate staff.
She said 119 of HSE’s community staff and about 100 emergency staff were deployed by HSE to care for the home as “ground boots.”
These deployments focus on the homes where operations are most at risk.
Ms. O’Connor also warned that coronavirus testing was intensified in nursing homes, so more outbreaks would be identified.
She said the challenge for HSE is to identify “nursing homes” where “high levels of support are essential.”
O’Connor said nursing homes prioritize delivery of PPE, accounting for 60 percent of the supply HSE has provided in the past week.
She argued that the supply of PPE to nursing homes was “very, very important.”
HSE Chief Executive Officer Paul Reed said the number of independently relocated staff does not reflect the scale of HSE’s support of nursing homes from a resource perspective.
He pointed to the support of an interdisciplinary team of health professionals, citing an example of Co Louth’s home that has been “substantially taken over” by HSE.
“It would be very important if we were to calculate the total resources devoted to a private nursing home,” he said.
Reed also revealed that HSE plans to nearly double its spending on PPE, which has already grown significantly, expecting some of it to be provided by domestic suppliers.
Annual spending on PPE before the coronavirus reaches EUR 15 million. HSE has already ordered additional equipment from China for EUR 280 million and will probably order PPE worth between EUR 150 and 200 million.
