While long-serving British leader Keir Starmer has pushed forward a new legislative agenda and a series of announcements aimed at mitigating the effects of inflation, doubts remain within the government over the sustainability of his agenda amid open talk of a leadership challenge. Many are already comparing Starmer’s policy goals to those of his main rivals, such as Manchester Mayor Andy Burnham, and assessing his chances of surviving a change in leadership.
“Nothing very serious will happen in government until this leadership crisis is resolved,” said Philip Rutnam, a former senior Home Office civil servant and current chair of the WA Communications advisory board.
“Ministers will focus on leadership, positioning and their future jobs, rather than the huge amount of documents or items that the ministry will provide them with. This will continue as long as the leadership crisis lasts,” he added.
Starmer’s political support collapsed following devastating local elections for his ruling Labor Party in early May, prompting more than a fifth of his MPs and some members of his cabinet to call for his resignation. Starmer has pledged to serve out the remaining three years of his term, but with bookmakers putting the chances of his resignation this year at around 70 percent, many parliamentarians and civil servants are looking past him.
One official said Downing Street had largely focused on keeping Starmer in office on a day-to-day basis rather than long-term planning.
The target date for a summit with the EU aimed at deepening ties has been postponed until July, and concerns remain over Starmer’s ability to deliver on his promises. This applies, for example, to a controversial revision of visas.
Another complicating factor is last week’s statement by Wes Streeting, who promised to stand if there was an election for a new Labor leader. He said he favored rejoining the EU, which goes beyond Starmer’s offer. A senior Labor figure said the former health minister’s intervention had complicated negotiations with Brussels.
And on Friday, Burnham launched his campaign for the vacant House of Commons seat he needs to challenge Starmer. If he wins the June 18 by-election, he could immediately trigger a battle for the leadership of the Labor Party. It could take weeks, especially if the prime minister keeps his promise to fight.
The result is a long period of uncertainty similar to that of mid-2022, when the Conservative government eliminated three prime ministers – Boris Johnson, Liz Truss and Rishi Sunak – in a series of crises. For comparison, in the United States, the period between the presidential election and the establishment of the country is approximately two and a half months.
Starmer himself intends to use the time before the Makerfield by-election to reassert his authority, highlighting the cost of living and detailing plans to increase defense spending.
Britain’s 30-year bond yield rose last week to its highest level since 1998, reflecting concerns about a new wave of inflation due to the energy shock and the new prime minister’s fiscal policies.
