Donald Trump names Tom Barrack as US special envoy to Iraq and Syria

US envoy Tom Barrack has played a key role in US policy in the Middle East over the past year. He was appointed special envoy to Syria last year. He is also the United States Ambassador to Türkiye.

The Syria envoy helped shape U.S. support for Ahmed al-Sharaa’s new government. Sharaa was presented to US President Donald Trump in 2025, and he had decided that the US would embrace Damascus.

As such, Barrack has been entrusted with a key role in helping to achieve this objective.

Barrack has been criticized by some, including supporters of the Syrian Democratic Forces. The SDF is the Kurdish-led group that defeated ISIS.

Barrack supported the integration of the SDF into Damascus’ new security forces. Some SDF supporters preferred that the Kurdish-led region in eastern Syria remain autonomous.

Barrack also began to play an increasing role in U.S. policy in Iraq and the region. “Ambassador Tom Barrak played an invaluable role as Special Envoy to Syria,” US Secretary of State Marco Rubio wrote on May 30.

The United States wants to see both countries prosper

“Even as this title expires, he will continue to play a leading role for the Trump Administration in Syria and Iraq, where his expertise, relationships and understanding of the America First agenda will continue to deliver victories on behalf of our great country,” he added.

Some thought this would mean Barrack would once again focus on Turkey as ambassador.

On May 31, President Trump named Barrack special envoy to Syria and also special envoy to Iraq. This will increase and expand its regional role. Trump says Barrack has done an outstanding job and will continue to work on strategic cooperation with Syria and Iraq.

This is important for the United States. These are two key countries in which the United States has played a role. The United States intervened to help fight ISIS in Iraq and Syria in 2014.

In Iraq, the American partners were the Iraqi government and the Kurdistan Regional Government. In Syria, the partner force was the FDS. The United States now wants to see both countries prosper.

In Iraq, the challenge is to push back and subdue the Iranian-backed militias. Baghdad has shown some willingness, under the leadership of the new Prime Minister, Ali al-Zaidi, to try to rein in the militias.

However, in the recent war, militias are believed to have carried out nearly a thousand attacks against U.S. forces in the Kurdistan Region and other countries. Thus, Barrack still has much work to do to stabilize Iraq and continue to see success in Syria.

In Iraq, Shafaq News quotes a researcher as saying the decision to “merge the Iraqi and Syrian files under the supervision of a single envoy reflects a fundamental shift in US strategy toward the region.”

The report adds that “this trend represents a shift from the US approach that has prevailed since 2003, focused on democracy and development, towards a regional approach that views Iraq from the perspective of regional balances, with the aim of reducing Iranian influence and reorienting the geopolitical course of the two countries in a way that serves US interests.”

Barrack’s role is clearly growing

While Rubio’s announcement was welcomed by some as showing that Barack’s role may be ending and being reduced, Trump’s announcement clearly shows that his role is growing.

This comes as the United States continues to try to reach a deal with Iran. Turkey is a key NATO member that has stayed away from clashes with Iran. Barrack would probably like to see the same trend in Syria and Iraq, stabilizing these countries as partners of the United States as much as possible.

This could also help in Lebanon’s case, as Hezbollah has in the past sought weapons from Iran-backed Iraqi militias. Reducing Iran’s role is now possible.
