Rwanda rejected its demand for 100 million pounds against the United Kingdom
A legal setback for Kigali
Rwanda demanded more than 100 million pounds sterling from the United Kingdom, estimating that London remained liable for two annual payments planned as part of the migration agreement concluded in 2022. Meeting in The Hague, the Permanent Court of Arbitration (PCA) however ruled that the British government was not required to pay these sums after the suspension of the program in 2024. The arbitrators rejected the two requests for compensation of 50 million pounds each.
An abandoned migration project
The deal was launched under the government of former British Prime Minister Boris Johnson. It provided for the transfer to Rwanda of migrants who arrived illegally in the United Kingdom, particularly after crossing the Channel aboard makeshift boats. But the system quickly aroused strong criticism and faced numerous legal challenges. The British Supreme Court ultimately ruled it illegal, before Labor Prime Minister Keir Starmer announced his abandonment upon coming to power in July 2024. According to London, only four people were sent to Rwanda under the program, all on a voluntary basis.

Increasingly tense relationships
The British government says it has already paid around £290 million to Rwanda under the partnership. This legal decision comes as relations between the two countries have deteriorated. In 2025, London reduced its financial aid to Kigali, accusing Rwanda of supporting the M23 rebels in the east of the Democratic Republic of Congo, an accusation regularly rejected by the Rwandan authorities.
