This JR request requires investigators to review the investigation report (BAP) that was previously completed. “Before, everything was in one package. Since there was restorative justice, they had to be opened one by one, removed from the BAP, and then an additional BAP was created. This also took time,” Andi explained, giving the example of changes to Rismon’s BAP which took up to two months.

Therefore, Andi pointed out that the narrative that the length of time the matter was treated as something intentional or planned was not in line with the actual conditions on the ground. “So if there is a narrative that was created, it’s been 400 days, it’s not something intentional, it’s not something that was planned,” he stressed. He again stressed that investigators must respond to all requests from suspects in accordance with the provisions of the new Code of Criminal Procedure.

On this occasion, Andi Azwan also confirmed that the files had been declared complete or P21. He asked the public to be patient while waiting for the process of handing over the police files to the prosecution. “P21 definitely exists.
