China is not taken into account in arms sales, according to the United States

Trump said in May that he had discussed an arms package for Taiwan with China’s Xi Jinping, a break from the longstanding U.S. policy known as the “six assurances.”
The U.S. State Department’s top diplomat for East Asia reiterated Thursday that U.S. policy on arms sales to Taiwan remains unchanged, adding that a pending arms sales notification to the U.S. Congress for Taiwan is not dependent on discussions with China.
U.S. Assistant Secretary of State for East Asian and Pacific Affairs Michael DeSombre made the remark in response to questions at a hearing of the U.S. House of Representatives Subcommittee on Foreign Affairs.
When asked during the hearing to confirm that the decision whether to move forward with the arms sale did not depend on negotiations with Beijing, DeSombre replied: “Correct.”

DeSombre, who was appointed to his position by US President Donald Trump, added that the “six assurances” still guide US policy.
“I think we can assure you that every time we meet with China, they raise the issue of Taiwan and arms sales to Taiwan,” he said. “So it’s something we’re still discussing with them, but it’s in no way a departure from the six insurances.”
DeSombre did not give a timetable for a decision on the weapons package, which he said was still under review by Trump.
Trump said in May that he discussed Taiwan’s $14 billion weapons program – intended to strengthen its deterrence against Chinese military action – in a meeting with Chinese President Xi Jinping (習近平).
In an interview after his meeting with Xi, Trump called the package a “bargaining chip” that he was keeping on hold, adding that it depended on China.
The comments were an apparent break with the longstanding U.S. policy known as the “six assurances” on Taiwan that such arms sales would not be negotiated with Beijing.
Despite concerns over Trump’s remarks, his administration in December approved an $11 billion arms sales program, the largest ever.
The “six assurances” were issued in 1982 by then-US President Ronald Reagan and have since been reaffirmed by US presidents and legislation relating to Taiwan.
The “six assurances” are: the United States agreed not to set a date to end arms sales to Taiwan, would not consult China on arms sales to Taiwan, would not mediate between the two sides, would not revise the Taiwan Relations Act, would not change its official position on Taiwan’s sovereignty, and would not pressure Taiwan to negotiate these issues with China.
Following Trump’s meeting with Xi, President William Lai (賴清德) declared that the nation would not be sacrificed or exchanged.
The United States, despite lacking formal diplomatic relations with Taiwan, remains Taiwan’s largest international donor and arms supplier.
U.S. law requires that Taiwan have the means to defend itself.
