India overcame West Asia crisis through strategic decision-making, diplomacy: PM Modi

India successfully overcame the challenges triggered by the conflict in West Asia through effective assessment and rapid strategic decision-making, effectively utilizing its national resources and strong diplomatic ties, Prime Minister Narendra Modi said on Saturday (July 4, 2026). The country avoided fuel rationing, ensured supplies of cooking gas and protected consumers and farmers from global price spikes, with state-owned oil marketing companies bearing the losses, he said declared.

PM Modi added that some politically motivated entities that engaged in rumor mongering during the crisis had failed and “may be living in an abyss of disappointment.”

Speaking at the inauguration of the HPCL Rajasthan Refinery Limited (HRRL) in Balotra district, Prime Minister Modi said, “India has taken strong decisions, made correct assessments, developed effective strategies, used its national resources effectively and constructively leveraged its diplomatic might to successfully overcome challenges,” he said.

Expansion of refining capacity

Prime Minister Modi also thanked domestic refineries for helping the country tide over the crisis by increasing their production of liquefied petroleum gas (LPG). The country will continue to expand its refining capacity, he said.

“India has steadily increased its refining capacity and become the world’s fourth largest refiner,” he said. “However, we will not stop there and will continue to increase our capacities in the years to come,” he added.

“Sheltered from soaring prices”

The Prime Minister insisted there had been no major supply disruptions during the crisis, even in remote areas, apart from some minor obstacles. He pointed out that India had not adopted any rationing measures for petrol and diesel, unlike some other countries.

On cooking gas, PM Modi told the gathering that domestic LPG prices – which could have gone up to ₹2,000 per cylinder – were protected and limited to less than ₹950 per cylinder and ₹650 per cylinder for Ujjwala beneficiaries.

India also continued to supply urea for ₹300 per bag, even though the price of the fertilizer could have been ₹3,000 per bag if it had kept up with the surge in global prices after the Russia-Ukraine conflict.

While customers were thus protected, state-owned oil marketing companies absorbed losses of around ₹75,000 crore in the June-end quarter, the Prime Minister said. “This is equivalent to the cost of building a refinery,” he noted.

“Congress delayed refinery completion”

Prime Minister Modi accused the previous Congress government in Rajasthan of delaying the completion of the Balotra refinery, saying the party had not extended necessary cooperation.

“We signed the MoU for the refinery in 2017. But from 2018 to 2023, Rajasthan had a Congress government. Due to their lack of cooperation, work here was almost stalled,” he said, adding that the Bharatiya Janata Party’s return to power in the state in 2023 helped revive the project.

The new integrated refinery and petrochemical complex located in Balotra district of Rajasthan holds a refining capacity of 9 million metric tonnes per annum (MMTPA) along with a petrochemical capacity of 2.4 MMTPA. It was built at a cost of ₹79,459 crore, with state-owned oil marketing company Hindustan Petroleum holding a 74% stake, while the rest is held by the Rajasthan government.

The refinery’s inauguration, initially scheduled for April 22, was delayed due to a fire that broke out the day before in its crude distillation unit.
