President Donald J. Trump Secures Historic Defense Investment From NATO Allies, Fueling American Industry – The White House
STRENGTHENING THE U.S. DEFENSE INDUSTRIAL BASE: This week, at the 2026 NATO Summit in Ankara, President Donald J. Trump announced increased defense investments by Allies, increasing market access for American companies and supporting thousands of good-paying American manufacturing jobs.
At the Summit, $3 billion in major contracts and joint ventures were announced that will expand the Freedom Arsenal: Lockheed Martin will work to create a Patriot Advanced Capability-3 (PAC-3) missile sustainment facility in Europe. Northrup Grumman will sign letters of interest with 10 countries to purchase MQ-4C Tritons, expanding NATO’s allied land surveillance program into the maritime domain. Lockheed Martin and Rheinmetall will partner on the production of the Army Tactical Missile System (ATACMS) in Europe. RTX and the Department of War will launch their Advanced Medium Range Air-to-Air Missile (AMRAAM) feasibility study to increase production in Europe. Germany and the Netherlands will purchase Raytheon’s Stinger missile, produced in Europe, as a condition of the bulk purchase. They aim to double the production volume of the Stinger by 2030. Boeing and Rheinmetall-Italy will explore a partnership opportunity to increase production and sustainment of Boeing’s Small Diameter Bomb (SDB-I) for Europe. Anduril will commit to supplying Poland with Barracuda-500 missiles, which will pave the way for a new production line in the country. Procurement coalitions will be used by NATO Allies to come together to create the demand signal needed to drive the acquisition of key capabilities. This approach will reduce unit costs, increase production and close capacity gaps. Increased NATO investment paves the way for U.S. small and medium-sized businesses to commercialize their products, innovate and accelerate deliveries across the Alliance.

In 2025, European defense spending supported nearly 200,000 American jobs, including 112,000 positions from sales of American defense companies and 83,000 jobs from European defense companies operating in the United States. RESTORING BALANCE TO NATO: President Trump is transforming NATO from a model of dependence to one of true partnership, restoring the direction and resolve of the founding Alliance.
In June 2025, President Trump secured a historic commitment from NATO allies to invest 5% of their GDP per year in defense by 2035 – the most ambitious commitment in the Alliance’s history. Allied investment jumped more than 20% last year alone, with allies spending $120 billion more than in 2025. This historic surge in investment restores equity to the Alliance and reduces the burden on the United States. Since President Trump began his first term, NATO allies have spent an additional $1.21 trillion on defense – the so-called “Trump Billion.” Because of President Trump, European allies have borne the cost of Ukraine’s defense instead of American taxpayers. More than $5 billion of this spending was spent under the President’s Prioritized Ukraine Requirements List (PURL) initiative, which allows Allies to purchase batches of U.S. equipment to transfer to Ukraine. In 2025 alone, NATO allies purchased more than $54 billion in defense equipment from the United States – a boost for American manufacturers, workers and communities. NATO allies have accepted primary responsibility for its conventional defense and have become more active in taking on more leadership roles. The War Department has returned U.S. troop strengths in Europe to pre-2022 levels, allowing our European partners to intensify their efforts. Additionally, the War Department is reviewing the posture of U.S. forces and their bases in Europe to ensure irreversible momentum toward a European-led defense of Europe.
