28 dead in factory fire at the heart of a shoe manufacturing center in China

Twenty-eight people died Thursday following a massive fire at a shoe factory in eastern Fujian province, the official Xinhua news agency reported.

Chinese President Xi Jinping ordered an all-out effort to rescue and treat victims, and investigate.

The fire was reported at 12:04 p.m. at Huiteng Shoe Factory on Kaituo Road East, Jiangtou Village, Chendai Township, Jinjiang.

Quanzhou city firefighters sent emergency teams, including 35 fire engines, to the scene, state broadcaster CCTV reported, and by Thursday afternoon the fire had been brought under control.

More than 500 firefighters eventually joined the rescue mission, according to Xinhua. Some 213 people were evacuated from the building, two of whom died in hospital; Another 26 people initially reported missing were later confirmed dead.

Police arrested the business owner and several others suspected of being responsible for the fire, Xinhua said.
