Federal regulators are in settlement talks with President Trump’s longtime teleprompter operator, who allegedly made nearly $100,000 on the prediction market site Kalshi, according to two people familiar with the investigation who were not authorized to speak publicly.

He is suspected of profiting from his access to the president’s prepared remarks in a type of betting on Kalshi known as “endorsement markets,” where people bet on what words and phrases the president will or will not say at public events.

Prediction markets allow people to bet on elections, world politics, or even what color tie the president will wear. Market growth has exploded in recent months, giving rise to several high-profile insider trading cases. But this is the first time someone in the White House has been investigated for allegedly abusing that access for the purposes of predicting market profits.

Gabriel Perez, who has worked for the president since 2016, is currently negotiating with the Commodity Futures Trading Commission over his alleged lucrative betting activities in the “mentioned markets.”

Ahead of Trump’s address to the nation on Thursday, Kalshi traders have already bet more than $800,000 on whether the president would utter words like “Hormuz,” “rigged election” or “fake news.”

In Pérez’s case, Kalshi’s surveillance systems detected unusual bets on “mention” markets involving the president that did not follow typical behavior, and when the company examined the accounts behind those bets, investigators found that he was a federal employee, according to a source with direct knowledge of the investigation.

Records show that as deputy assistant to the president, Perez received $175,000 a year. Trump sometimes referred to him during his appearances, as he did during a 2024 campaign stop in Reno, Nevada, in 2024.

“I’ve got a guy, Gabe, he’s great. I’ve had some really bad ones, but I’ve got Gabe, some of the bad ones, they go so fast. I go in there and I say, slow the damn thing down,” Trump said. “No, a good one really is like gold.”

Perez is currently on unpaid administrative leave, White House press secretary Karoline Leavitt said Thursday, calling the actions a “disgrace.”

In a statement, Kalshi credited its detection tools with Perez’s capture.

“Our supervisory team quickly reported and referred these transactions to the CFTC following a foreign exchange investigation. We assisted the regulators on this matter and provided the evidence we collected, as we do with any referral,” said Robert DeNault, head of enforcement at Kalshi.

Kalshi froze about $90,000 of Perez’s profits and was banned from betting on the site, said one of the sources unauthorized to speak publicly.

Perez did not respond to a request for comment. ABC News first reported on the investigation into Perez.

The president’s unpredictable and digressive speaking style can make for some very volatile trading on the site’s “mention markets,” where the chances of Trump saying a particular word or words fluctuate widely as traders try to predict what topic he might turn to next.

Some traders who consider “mention” markets a full-time job have installed television antennas to gain a tiny split-second advantage during live events.

Using non-public information to win big or manipulate the markets on Kalshi is prohibited by the platform’s rules. Such conduct could also be subject to criminal prosecution as wire fraud, commodity fraud and money laundering.

It is unclear whether the Justice Department is reviewing Perez’s case.

In March, White House staff received a memo warning against using nonpublic government information to bet on Kalshi and its largest competitor, Polymarket.

The memo, which was reviewed by NPR, stated that it is a criminal offense for anyone inside the White House to “buy” or “sell” on the sites. Prediction markets offer “yes” or “no” contracts whose price changes based on bettors’ speculation. White House aides were told in the memo that misuse of government information “is a very serious offense and will not be tolerated.”

In April, federal prosecutors charged a U.S. Army Special Forces soldier with winning $400,000 on Polymarket before the capture of Venezuelan leader Nicolás Maduro.

The following month, a Google software engineer was accused of using confidential company information to make $1.2 million on Polymarket for correctly guessing Google search trends.

Others have also been investigated, including former Republican Congressman George Santos, who investigators say inflated Kalshi’s deal by claiming he would attend Trump’s State of the Union address in 2026, only to receive a “no” when he ignored it.
