He took office last week after his predecessor, Chris Fall, abruptly resigned after spending weeks trying to get Anthropic to add stronger protections to prevent jailbreaks of its most powerful Fable 5 model.

CAISI staff were in meetings with Anthropic’s technical teams for weeks as both sides crafted new protections deemed strong enough for Fable 5 to be brought back online, WIRED previously reported.

Sean Cairncross has taken a tougher approach to Chinese AI labs.

Cairncross plays an outsized role in potential attempts to regulate Chinese AI, and he has authority at the White House to craft policy aimed at countering AI’s potential risks to national security. He helped craft President Donald Trump’s June 2 executive order that established a framework for evaluating the most powerful AI models.

A former political campaign lawyer who most recently served on the Republican National Committee, Cairncross has no experience in technology or AI.

But current and former staff credit him with trying to solve the difficult national security problems posed by AI and allowing his staff to work without micromanaging every problem like a tech software engineer would.

In particular, Cairncross and his chief of staff, Lara Smith, worked to prevent Chinese labs from training their models on the backs of America’s best models in a practice called distillation.

In response to a request for comment, White House spokeswoman Elizabeth Huston said the administration’s deliberations on Chinese AI were focused on strengthening U.S. AI.

“The United States is leading the world in AI innovation, and President Trump will continue to do so. The Trump administration is doubling down on innovation to widen the gap between America and the rest of the world,” says Huston.
