The NCAA has informed college hockey officials that its counter-proposal for new age requirements has been rejected.

The NCAA’s new proposal eliminates all previous “deferred enrollment” rules for hockey, and sets a new standard for all sports: All players will have five years of eligibility from the time their clock starts ticking, which is the date of their “expected” high school graduation, no later than age 19.

The effect on hockey is quite clear, where players normally enter university around the age of 20 after playing junior hockey. Doing this now means you will only have three years of eligibility left.

College hockey commissioners presented a proposal – which received support from all North American hockey stakeholders, from the NHL onwards – that would start counting your clock upon registration, no later than 19 years old. That would mean players who entered at age 20 would have four years left, while 19-year-olds would have five more.

The final rule won’t officially go into effect until a vote by the NCAA’s Division I Management Council in late June.

Meanwhile, U.S. Senators Ted Cruz (R-Texas) and Maria Cantwell (D-Wash.) have signed off on a bipartisan bill that would put numerous new NCAA rules into law. The bill – called the Protect College Sports Act – has been negotiated for months. If it passes both houses of Congress, it would give the NCAA limited antitrust relief.

Among the most important components:

*Allows only one transfer before a player must sit out a season, with certain exceptions
*Codifies eligibility for five years
*Prohibits former professional athletes if they earned compensation beyond prize money
*Grants legal protection to the College Sports Commission – created as part of the House settlement – ​​to enforce strict standards regarding NIL deals and revenue share limits (although conferences would have individual authority to set their own limits)
* Bans the “Power 4” from creating a “super league”.
* Limits brokerage fees to 5 percent
* Allows the bundling of media rights
* Prevents coaches from leaving their team before the season ends

Cruz had preferred that anti-employment language be part of the bill, while Cantwell initially rejected the transfer restriction. Both withdrew as part of the compromise.
