Haiti Earthquake Situation Report ETC #4 Reporting period 04/09/2021 to 08/09/2021 – Haiti




In the aftermath of the 7.2 magnitude earthquake that struck southwest Haiti on the morning of August 14, 2021, the Global Training Center (ETC) has been coordinating with its partners globally and on the ground to assess and respond to ICT needs in order to respond. While the clusters have not been activated, national sectors, including the Emergency Telecommunications Sector (ETS), are supporting the government’s response efforts.


• The VHF repeater installed in Les Cayes was transferred by WFP with the support of and UNDSS to provide inter-agency security communications services to improve wireless network coverage. A second relocation is being considered to further improve the service provided to respondents in Les Caye.

• In Jeremy, a VHF repeater is being installed by and Ericsson Response to provide security communications services to responders. The services are expected to become operational once additional equipment has been received from the United Nations Department of Safety and Security and installed by the World Food Programme.

• ETS works with the United Nations Department of Safety and Security and other United Nations agencies on the ground to ensure that security communications services comply with United Nations security communications standards and requirements.

Status update

• A total of 11 sectors – including ETS – are providing support to the Government of Haiti in the humanitarian response to the earthquake.

• The Office for the Coordination of Humanitarian Affairs estimates that as of September 3, nearly 70,000 families – 46 percent of those estimated to be in need – have received humanitarian assistance.

• Despite some reported infrastructure damage, local mobile network operators (MNOs) are still able to provide voice and data communications in most areas that had connectivity before the earthquake. However, many of the areas where assistance is being provided were not connected prior to the earthquake, which means that responders need access to security communications and data communication solutions to support their work. In addition, due to generally poor connection quality and network congestion, very small terminals (VSATs) are required in some locations as a backup for humanitarian and government operations.
