WHO at the High Level Virtual Political Forum (HLPF) 2020
The United Nations High-Level Political Forum (HLPF), a mechanism that monitors and enhances the implementation of the 2030 Agenda for Sustainable Development, was convened almost due to the COVID-19 pandemic, from 7 to 16 July 2020, on “Accelerated action and transformative pathways: achieving decades of action and achieving sustainable development “. Given the significant impact of the pandemic on human health and the global economy, the Forum focused strongly on the potential impact of the pandemic on the implementation of the Sustainable Development Goals and the 2030 Agenda, and on how the international community can respond to the sustainable development plan.
The WHO actively participated in the forum, contributing to background materials and the agenda of four of the six official thematic sessions (Improving human well-being; Stopping hunger and achieving food security for all; Protecting the planet and building resilience; Sharing economic benefits) as well as virtual special events events and Voluntary National Reviews (VNRs). The 47 countries that presented VNR reiterated the need to take significant measures to curb the spread of COVID-19 and ensure the proper functioning, preparedness and strengthening of the health system.
Eight WHO ancillary events focused on UHC and health investment; tobacco control, COVID-19 and children; a global strategy that leaves no one behind during the COVID-19 pandemic; COVID-19 vaccines, nutrition, and education at the time of COVID-19, among others.
The main WHO side event, co-organized by Dr. Nata Menabde of the WHO Office at the UN, focused on Investing in healthcare: the key to better building back from COVID-19 and accelerating progress for UHC and sustainable development, was organized in collaboration with the Group of Friends of UHC and Global Health and UHC2030. He commented on the extent to which COVID-19 has threatened global human health and safety, threatening the progress made by SDGs, as well as best practices and lessons learned to accelerate response and recovery. Dr. Tedroshe addressed the meeting in a video message, urging leaders to meet the commitments made in the UHC’s political declaration for better progress, speeding up activities to reach the SDGs and leaving no one behind.
The WHO was also represented by Mr. Stewart Simonson, Head of the WHO Office at the UN, at a side event on “Education and the Attempt of Time COVID-19”, organized byMission of the State of Qatar to the UN. He highlighted the vulnerability of children and young people to the health and socio-economic impacts arising from the pandemic and stressed the need for the reform of the national health system to be guided by a strong multi-sectoral and governmental approach.
The WHO VNR Laboratory event, co-funded by the UNDESA Sustainable Development Funding Office and UHC2030, and attended by Dr. Agnes Soucat, WHO Director of Health Systems Management and Financing, raised awareness of health funding gaps and demonstrated solutions for financing health systems and building on lessons learned from COVID-19.
WHO also participated invirtualSDG media zone focusing on sustainability, solidarity and solutions as pillars for better recovery. Dr Bruce Aylward, an epidemiologist and senior adviser to the Director-General of the WHO, stressed the importance of vaccines in global efforts to respond to COVID-19 and the crucial need for equitable access to them, once they become available.
Prior to the official conclusion of the Forum, the President of ECOSOC unveiled new UN seals honoring parallel workers in the pandemic. Revenue from the added surcharge will go directly to Solidarity Response Fund COVID-19 support WHO and partners.
