Japan floods: Six killed as heavy rain hits quake-recovery area | Floods

At least six people have been killed and 10 others are missing after heavy rains triggered flooding and landslides along a peninsula in Japan still recovering from a deadly earthquake earlier this year.

Six people were confirmed dead, public broadcaster NHK and other media reported on Monday, while Kyodo News said more than 100 residential areas were cut off by blocked roads after about 20 rivers burst their banks.

Two deaths occurred near a tunnel hit by landslides in Wajima City, Ishikawa Prefecture, which was undergoing repairs after being damaged by the New Year's Day earthquake.

Two people were missing after being swept away by water elsewhere in Ishikawa, and eight others were still missing, Kyodo added.

Wajima and nearby Suzu City received twice as much rain in September as a normal year. The Japan Meteorological Agency lowered the “special alert” for the area to “warnings” but advised residents to remain vigilant.

Prime Minister Fumio Kishida instructed officials to monitor the damage and cooperate with local authorities as the region was still recovering from the January quake when rains from an extratropical depression arrived.

Heavy rain has been falling on Ishikawa since Saturday, with more than 540 mm (21 inches) of rain recorded in the city of Wajima over 72 hours, the heaviest continuous downpour since comparable data became available.

The region is still reeling from the effects of a 7.5-magnitude earthquake that struck earlier this year, collapsing buildings, triggering a tsunami and a major fire.

Floodwaters have inundated emergency housing built for those who lost their homes in the New Year's Day earthquake, which killed at least 374 people, according to Ishikawa government figures.

Hokuriku Electric Power Co. said 4,000 homes were without power after the rains on Monday.

Akemi Yamashita, a 54-year-old Wajima resident, said she was driving on Saturday when “in just 30 minutes or so, water poured into the street and quickly rose to half the height of my car.”

“I was talking to other residents of Wajima yesterday, and they said, ‘Living in this city is so heartbreaking.’ I cried when I heard that,” she said, describing the quake and flooding as “like something out of a movie.”

In the city of Wajima on Sunday, scattered tree branches and a massive uprooted tree lay piled up at a bridge over a river where raging brown waters reached almost ground level.

Military personnel were sent to the Ishikawa area to join rescue workers over the weekend, as tens of thousands of residents were urged to evacuate.

Scientists say human-caused climate change is intensifying the risks posed by heavy rains because a warmer atmosphere holds more water.

Areas covered by the emergency warning saw “heavy rains of unprecedented levels,” Satoshi Sugimoto, a meteorologist at the Japan Meteorological Agency, said Saturday, adding: “It's a situation where you have to secure your safety immediately.”
