Britain’s seventh prime minister in a decade has promised sweeping changes to defeat populist forces that are making big gains.

Andy Burnham set out his vision for Britain when he took over as Prime Minister.

Burnham’s appointment was confirmed on Monday when she met King Charles III at Buckingham Palace. As Britain’s seventh prime minister in a decade, he promised to bring about major change and end the political instability that has plagued the country.

Burnham replaces Keir Starmer, who was ousted just two years after winning a landslide election victory amid continued gains for populist forces.

“Britain needs to show the world that we can restore stability once again,” Burnham said to rapturous applause after arriving at 10 Downing Street, London, her official home. “We are not good enough yet and we need to be better.”

The former mayor of Greater Manchester has said he is “sick of” the country’s revolving door of leadership, which should invite “a moment for reflection and new resolve” in British politics.

Starmer was ousted by his colleagues about a month ago. As he left office, he labeled being prime minister “the privilege of my life” and said Burnham had “my full support”.

Burnham did not mention Starmer in her speech, focusing instead on how he would implement change.

Burnham declared: “We will make this moment a circuit breaker for Britain, bringing about the biggest change in 40 years. We will create a new political model and a new economic model.”

He promised Britons “there is some breathing room now” and promised to announce measures this week to help tackle the cost of living problem.

The first order he will give is to “end our country’s sleeping rough.”

He added that the 10-year plan will be released by the end of 2026. But he cautioned that the measures he promised to help with the cost of living did not mean “taking a risk on the economy.”

On foreign policy, Burnham said Ukrainian President Volodymyr Zelensky would be one of the first foreign leaders he would speak to to assure him that Britain’s support would remain “firm” during his time as prime minister.

“I will be with him [Zelenskyy] 100% as Keir Starmer has. Keir has done quite an incredible job not only supporting Ukraine but engaging with it in a personal way,” Burnham said. “And I will absolutely be there for him in the same way.”

The new prime minister also announced that he would hold an early phone call with U.S. President Donald Trump. A White House official said the two leaders spoke shortly thereafter.

Chinese Premier Li Qiang was quick to congratulate Burnham and expressed hope for cooperation, state news agency Xinhua reported.

Cabinet lineup changes

Burnham began announcing senior cabinet appointments and several figures from Starmer’s government quickly departed.

Former Defense Secretary John Healey was appointed Treasury Secretary after Rachel Reeves was fired.

Healey resigned from Starmer’s government last month after accusing him of failing to invest enough in defence. His appointment suggests the new government will increase spending.

According to Sky News, Deputy Prime Minister and Attorney General David Lammy also left the government and Economy Minister Peter Kyle was sacked.

The “King of the North”, nicknamed Burnham because of his leadership of Manchester and his support of working-class issues, has been championed as Labor’s best chance of curbing Nigel Farage’s populist, anti-immigration Reform Party.

Just two years after centre-left Labor won a landslide election victory, Reform UK is leading in opinion polls, with the next national vote scheduled for 2029.
