Attacks on hospitals and health workers threaten the provision of health in Lebanon


Since the escalation of hostilities between Israel and Lebanon on September 17, 2024, WHO has confirmed 23 attacks on healthcare in Lebanon that have resulted in 72 deaths and 43 injuries among healthcare workers and patients. Fifteen incidents affected health care facilities, while 13 affected medical transport. Lebanon's hospitals are already under enormous pressure as they struggle to maintain basic health services while dealing with an unprecedented influx of injured people. An understaffed and under-resourced health system is struggling to maintain uninterrupted services for all those in need, as supplies are depleted and health workers are exhausted.

Increasing conflict, intense bombing and insecurity are forcing an increasing number of health facilities to close, especially in the south. Of the 207 primary health care centers and clinics in conflict-affected areas, 100 are now closed. Hospitals had to be closed or evacuated due to structural damage or proximity to areas of intense bombing. As of today, 5 hospitals have been evacuated, and 5 more have been partially evacuated, and critical cancer patients and dialysis patients have been sent to other hospitals, also overwhelmed by increasing health needs. Dialysis centers have to work an extra three shifts to accommodate referrals, while they are under-resourced for basic supplies and staff for blood testing.

“The situation in Lebanon is alarming. Attacks on health care weaken health systems and prevent their ability to continue to function. They also prevent entire communities from accessing health services when they need them most,” said Dr Hanan Balkhy, WHO Regional Director for the Eastern Mediterranean. “WHO is working tirelessly with the Ministry of Public Health in Lebanon to address critical gaps and support the continuity of essential health services, but what the people of Lebanon need most is an immediate ceasefire.”

In response to growing needs, WHO is helping by delivering essential supplies. On 4 and 5 October, four flights of medical supplies for trauma treatment, cholera prevention and mental health treatment arrived from the WHO logistics center in Dubai to Beirut. The supplies, which are currently being distributed to priority hospitals in coordination with the Ministry of Public Health, are sufficient to treat about 100,000 patients. WHO is working to bring in additional supplies.

WHO continues to coordinate with the Lebanese Red Cross and hospitals to equip blood banks with adequate supplies, including testing supplies to support safe blood donation. Surgical trauma capacities, including limb salvage skills, are also strengthened through war trauma surgery training for surgeons of various disciplines. WHO is also working with Lebanon's Ministry of Public Health to establish trauma centers within existing referral hospitals and plan the deployment of emergency medical teams.

WHO support to the Ministry's Department of Epidemiological Surveillance is ongoing to expand community-based surveillance of priority diseases in shelters housing displaced persons, particularly for acute watery diarrhoea, respiratory infections and other communicable diseases. WHO is also working to link shelters with primary health centers to support the continuation of health services and the dispensing of essential medicines.

WHO calls for an end to attacks on health care. Health care should be maintained at all times. Peace is the only solution.
