The World Bank is tracking rapid emergency response to support the people of Vanuatu

Port Vila, December 24, 2024 – The World Bank has urgently provided US$12 million to the Government of Vanuatu for emergency response and recovery, following a devastating 7.3 magnitude earthquake on December 17.

This support comes through the Rapid Response Option (RRO), a new form of flexible and rapid access to financing for crisis response provided by the World Bank.

“The government is assessing the damage caused by the earthquake and continues to work to provide further support, shelter and assistance to those in need,” said Vanuatu’s Interim Minister of Finance and Economic Management, His Excellency the Minister. Johnny Kwanapo. “This support from the World Bank, along with support from other partners, will be vital to ensure we have the resources needed to help those most affected.”

The Emergency Response Mechanism – part of the World Bank's expanded toolkit for crisis preparedness and response introduced in June 2023 – enables countries to repurpose a portion of unused World Bank financing already approved to meet emergency needs. Eight other Pacific Island countries have signed up to benefit from regional disaster relief operations.

In addition to the rapid response process, the World Bank is also implementing a Global Rapid Post-Disaster Damage Assessment (GRADE) that will help estimate the economic damage caused by the earthquake. These estimates have been used in response to previous disasters in Vanuatu and around the world to guide recovery planning and mobilize financing.

Other ongoing World Bank support to Vanuatu is strengthening the country's disaster resilience with a focus on preparedness, buffer financing, and more resilient infrastructure, including in Port Vila and in areas outside the capital such as South Santo. The World Bank previously provided emergency financing to Vanuatu following severe tropical cyclones Judy and Kevin and a M6.5 earthquake in northern Vanuatu in February and March 2023.

The World Bank is also discussing a broader package of support with the government, including emergency budget support.

The US$12 million grant comes from the International Development Association, the World Bank's fund to help countries most in need. The reconstruction program will not carry any payments, ensuring that Vanuatu can focus resources on immediate relief and rebuilding efforts without any debt obligations.
