How tsunami warnings will continue in Oregon despite federal cuts
Tsunami warnings for Oregon residents will not be affected for now, after the Alaska Earthquake Center decided to restore federal cuts to the warning system that helps Pacific Coast states, including Oregon, receive quick and accurate alerts.
Earlier this month, a US senator urged federal officials to reinstate a $300,000 annual grant to the Alaska Earthquake Center in Fairbanks, which operates 250 seismic stations across Alaska. These stations are part of a warning system that informs Oregonians of the strength and timeline of a potential tsunami, providing people with important information to find safety.
The Alaska Earthquake Center said it would stop providing data to tsunami warning centers because of budget cuts, which would have meant less accurate and less timely tsunami notifications from federal tsunami warning centers.
“Seconds matter during a tsunami, and coastal communities may have as little as 20 minutes to evacuate and prepare for the next wave,” U.S. Sen. Maria Cantwell, D-Wash., wrote in a letter to the administrator of the National Oceanic and Atmospheric Administration on November 19. “Any delay in data could erode critical time to get people out of harm’s way.”
Tsunamis and earthquakes are a near-constant concern along the Pacific Rim, one of the most seismically active areas on the planet. Just this year, an unprecedented earthquake near Russia raised fears of a tsunami, but it ultimately did not happen. In 2011, nearly 20,000 people died as a result of the tsunami caused by the Great Tohoku Earthquake near Japan, and the crashing waves reached Oregon, causing damage but saving lives.
A National Oceanic and Atmospheric Administration grant paid for the maintenance of nine particularly important and difficult-to-access stations, and data from the Alaska Earthquake Center's stations was immediately transmitted to federal tsunami warning centers.
Center spokeswoman Elizabeth Nadin said in a text message that the center has now decided to pay the costs of transferring data directly to tsunami warning centers from its own budget.
But the center will not pay for the maintenance of the nine seismic stations previously paid for by the federal government. Nadine said that these areas are located in very remote areas of the state, and access to them is “very expensive.”
These nine stations are also of special interest, because they are located in particularly seismically active areas, said Harold Tobin, a seismologist at the University of Washington.
“It's definitely one of the most remote areas out there. But it's also a place where there are a lot of earthquakes and a lot of underwater earthquakes,” Tobin said. “It's an area that would be ridiculous not to be monitored more closely from a tsunami warning perspective.”
Nadine said that the nine stations will continue to send data until they stop working due to a natural event or malfunction.
Funding for the Alaska Earthquake Center was cut in fiscal year 2024, but the center continued to provide the agency with real-time data nonetheless, NOAA spokesman Kim Doster said in the statement.
The agency does not rely on any single source of information for its alerts, Doster said in a written statement, adding that the Alaska Earthquake Center at the University of Alaska is “one of many partners” providing information.
