WHO calls on schools around the world to promote a healthy diet for children


Healthy food in schools can help children develop healthy eating habits for life, the World Health Organization (WHO) has announced. new global guideline on evidence-based policies and interventions to create healthy school feeding environments. For the first time, WHO is advising countries to adopt a whole-school approach that ensures healthy and nutritious food and drink are offered in schools and are available in the wider school food environment.

Overweight and obesity in children are increasing globally, while malnutrition remains a persistent challenge. Schools are on the front lines of this double burden of malnutrition. In 2025, around 1 in 10 school-aged children and adolescents – 188 million – were living with obesity worldwide, surpassing the number of children with malnutrition for the first time.

“The food children eat at school and the environment that shapes what they eat can have a profound impact on their learning and lifelong consequences for their health and well-being,” said Dr Tedros Adhanom Ghebreyesus, WHO Director-General. “The right nutrition at school is key to preventing disease later in life and creating healthier adults.”

Healthy eating starts early in life. Children spend a significant part of their day at school, making it a critical environment for shaping lifelong eating habits and reducing inequalities in health and nutrition.

Today, an estimated 466 million children worldwide receive school meals, yet limited information is still available on the nutritional quality of the food they are served.

WHO guidelines recommend that schools improve food provision in schools to promote greater consumption of foods and beverages that support a healthy diet. Especially:

  • Setting standards or rules increase the availability, purchase and consumption of healthy food and drinks, while limiting unhealthy food (strong recommendation);
  • Implementation of nudging interventions encourage children to choose, buy and consume healthier food and drinks (conditional recommendation). Encouraging interventions may include changing the accommodation, presentation or price of food options available to children.

Policies alone are not sufficient, and monitoring and enforcement mechanisms are essential to ensure that guidelines are effectively and consistently implemented in schools. According to Global database of the World Health Organization on the implementation of activities related to food and nutrition (GIFNA), as of October 2025, 104 Member States had policies on healthy school food, and almost three quarters included mandatory criteria to guide the composition of school food. However, only 48 countries had policies restricting the marketing of foods high in sugar, salt or unhealthy fat.

WHO brought together a diverse, multidisciplinary group of international experts to develop this guideline through a rigorous, transparent, evidence-based process. This work forms the cornerstone of WHO’s wider mission to create a healthy food environment, and is carried out as part of global initiatives such as The WHO Acceleration Plan to End Obesity and the Nutrition Friendly Schools Initiative.

The guidelines are designed to support action at local and national levels, recognizing that sub-national and city governments play a key role in advancing and implementing school feeding initiatives.

WHO will support Member States to adapt and implement the guidelines through technical assistance, knowledge sharing and collaboration. To mark the launch, WHO is hosting a global webinar 27 January 2026 (13:00–14:00 CET).
