WHO publishes an appeal for the year 2026 to help millions of people in health emergencies and crisis situations
The World Health Organization (WHO) today released its global appeal for 2026 to ensure access to health care for millions of people living in humanitarian crises and conflicts.
In 2025, WHO and partners supported 30 million people through their annual emergency appeal. These resources have helped provide life-saving vaccinations to 5.3 million children, facilitated 53 million health consultations, supported more than 8,000 health facilities and enabled the setting up of 1,370 mobile clinics.
The 2026 appeal seeks nearly US$1 billion to respond to 36 emergencies worldwide, including 14 Level 3 emergencies requiring the highest level of organizational response. These emergencies include sudden and protracted humanitarian crises where health needs are critical.
“This appeal is a call to stand with people living through conflict, displacement and disaster – to provide them not only with services, but also with the confidence that the world has not turned its back on them,” said Dr. Tedros Adhanom Ghebreyesus, WHO Director-General. “It’s not charity. It’s a strategic investment in health and safety. In fact, access to health care restores dignity, stabilizes communities and offers a path to recovery.”
The call for 2026 comes at a time of converging global pressures. Protracted conflicts, the escalating effects of climate change and the resurgence of infectious diseases are driving increasing demand for emergency health care – while global humanitarian funding continues to shrink.
In 2025, humanitarian funding has fallen below 2016 levels, leaving WHO and partners able to reach only one-third of the 81 million people originally targeted for humanitarian health assistance.
Renewed commitment and solidarity are urgently needed to protect and support people living in the most sensitive and vulnerable environments.
Priorities in response to emergency health situations
Priority areas for WHO’s emergency response in 2026 will include Afghanistan, the Democratic Republic of the Congo, Haiti, Myanmar, the Occupied Palestinian Territory, Somalia, South Sudan, Sudan, the Syrian Arab Republic, Ukraine and Yemen, as well as ongoing cholera and measles outbreaks.
As the lead agency for health response in humanitarian settings, WHO coordinates more than 1,500 partners in 24 crisis settings around the world, ensuring that national authorities and local partners remain at the center of emergency responses.
Speaking as co-chair at the launch event, Ambassador Noel White, Ireland’s Permanent Representative to the United Nations Office in Geneva, said: “Every humanitarian crisis is a health crisis. That’s why Ireland is proud to support the WHO’s emergency response through non-earmarked, flexible and predictable funding from the Emergency Fund.”
Speaking as co-chair at the event, Mrs. Marita Sørheim-Rensvik, Deputy Permanent Representative of Norway to the United Nations Office in Geneva, said: “In today’s most complex emergencies, WHO remains irreplaceable – protecting health, respecting international humanitarian law and ensuring that life-saving aid reaches people in places where few others can act. From protecting access to sexual and reproductive health and rights to supporting frontline health workers under enormous pressure, WHO’s role is vital to all Member States to strengthen support for WHO so that it can continue to provide support to those who need it most.”
Actions by WHO and emergency partners include:
- keeping basic health institutions operational;
- delivery of emergency medical supplies and trauma care;
- outbreak prevention and response;
- renewal of routine immunization; and
- ensuring access to sexual and reproductive health, maternal and child health services in fragile and conflict-affected settings.
Early, predictable investment enables WHO and partners to respond immediately when a crisis strikes – reducing deaths and illness, containing epidemics and preventing health risks from escalating into wider humanitarian and health security crises with far greater human and financial costs.
While WHO and other humanitarian partners have been forced to make difficult decisions to prioritize the most critical interventions, what remains are the most impactful activities. With the resources required, WHO can sustain life-saving care in the world’s most difficult emergencies, while building a bridge to peace.
