Ishinomaki, Miyagi – Around 60% of education boards in 108 municipalities are expected to hit the tsunami caused by major earthquakes including the Giant Nankai Tru earthquake, Mainichi Shimbun in a recent survey told the Mainichi Shimbun in a recent survey that it has already implemented anti-tsunami measures that meet the criteria set out by the Supreme Court ruling For 2018 – double the percentage of the previous survey two years ago.

The Sendai High Court of Northeast Japan’s Miyagi Prefecture ruled in April 2018 that the currently closed Ishinomaki Municipal Okawa Elementary School – where 74 students died as a result of the tsunami in the Great East Japan Earthquake in March 2011 – had failed in their duty. To specify the routes and directions for evacuation in the Crisis Management Manual, in a lawsuit brought by the bereaved families of the 23 Okawa Elementary School students who died in the tsunami. Moreover, the court concluded that the Ishinomaki Municipal Board of Education was also responsible for directing the school to review its guide.

The ruling was finalized by the Supreme Court in October 2019, and two months later the Ministry of Education, Culture, Sports, Science and Technology informed all education boards in Japan to review school disaster prevention regulations in accordance with the Supreme Court ruling.

The Mainichi Shimbun Survey was conducted in September 2020, the first anniversary of the Supreme Court ruling. 108 municipal education councils – 72 cities in 13 prefectures in areas designated by the central government under increased measures against the Nankai Tru earthquake and 36 municipalities in Iwate, Miyagi and Fukushima tsunami-struck in the 2011 disaster, were targeted, with the exception of Okuma Township in Fukushima Prefecture where residents were evacuated to the inland area. . Of these, 103 education boards responded, or 95%.

In response to a question about whether primary schools under their jurisdiction have implemented measures including revisions to their disaster management manuals in accordance with the Supreme Court ruling, 45 education boards said, “All schools have defined disaster prevention measures before the ruling is finalized,” while responding 18 others that all schools under their jurisdiction have revised disaster prevention measures after a Supreme Court ruling or notification to the Ministry of Education, meaning that 58% of schools have already identified disaster management procedures that meet the standards.

The 36 municipalities in the three northeastern governorates strengthened their measures against disasters before the Supreme Court ruling last year, while the remaining 72 cities have a tendency to review their procedures after the 2019 decision.

Thirty-three school boards, or 31%, said their schools are currently in the process of reviewing disaster prevention measures, and five other boards, or 5%, told the survey that they have not yet addressed the issue. Of these, the Board of Education of Ofunato in Iwate Prefecture responded, “Since high-level treatment is required (for disaster management measures), we are considering how to direct schools.”

While many schools have already established evacuation routes and destinations required in the Ministry of Education notice, some have said it is geographically impossible to assign them, and many schools are considering resettlement.

When asked whether education boards have examined school manuals or directed schools to review their own measures to combat disasters, 50 education boards, or 46%, said they did so, while 25, or 23%, responded that they had already examined school manuals and planned to give Instructions for schools. 26 boards, or 24%, said they planned to review disaster prevention manuals. Two school boards answered that they had no plan to verify the manuals, but Iwata, Shizuoka Prefecture, in central Japan, indicated that there are no schools in the designated tsunami risk areas of the city.

Meanwhile, the Ministry of Education notice also requested school administrators and those in the administration to take training programs, but 56% said that their training schedule is not specified for the fiscal year 2020, as most of them said they could not arrange a schedule due to the outbreak of the Coronavirus.
