$ 1.74 billion of Harborview bonds will finance important upgrades | News

King County voters will be required on the November 3 ballot to approve Proposition 1, a $ 1.74 billion bond measure to make improvements over the next 20 years for Harborview Medical Center.

The measure includes $ 952 million for a new tower, $ 79 million for a new outpatient behavioral health building, and more than $ 700 million for seismic upgrades and other building renovations.

The procedure requires a 60% approval rate to pass. If approved, the $ 600,000 homeowner will cost about $ 61 per year.

The county owns the hospital, but it is managed by UW Medicine and receives no government support. The last Bond Harborview was approved nearly 20 years ago, for $ 194 million.

No statement opposing this year’s bond conduct has been filed into the King County voters’ handbook, nor is there an official opposition campaign.

Located on First Hill, Harbourview is the only Level 1 trauma center in Washington, Montana, Idaho and Alaska, and the only general hospital in King County.

“As a Level 1 Trauma Center, Harborview truly serves everyone,” said Dr. John Lynch, Medical Director for Infection Prevention and Control at Harborview Medical Center. “Our treatments are second to none. But at the moment, our facilities do not match the excellence of our treatment.”

The hospital has 413 beds, but only 40 beds are in single rooms. Half of these are intended for psychiatric patients.

Harborview operates at nearly 100% capacity and the hospital lacks capacity for large-scale medical emergencies, according to Lynch.

“Our corridors are full of patients,” Lynch said. “We have evolved beyond our capacity.”

Before the COVID-19 pandemic, up to 50 beds were unusable on a given day to meet patient isolation and infection control standards. Supporters of the bond action say COVID-19 has exacerbated these problems and underscored the need for Harbourview to modernize its infrastructure.

Most rooms have at least two beds, which are usually separated by curtains. Many of these beds are currently unusable, as patients must be separated to control infection. Some hallways should be used as redundant space for patients. Single rooms by bond provide better infection control and more privacy for patients.

“It has revealed COVID-19 that we as a county were not prepared for a pandemic,” said Clayton Lewis, one of Harborview’s trustees. “Our hospital number one cannot continue to operate in these mysterious rooms. It is an extraordinary burden for the staff to deal with all necessary infection control protocols in such a limited space.”

Many of the other harborview facilities need improvement.

The Harborview Center Tower and Harborview Hall were built in the 1930s and are not earthquake-proof. The Center Tower is connected to all other buildings on the main campus. In the event of a major earthquake, the entire medical center could be destabilized.

“We are controlling the disasters in the whole region,” Lewis said. “It is our responsibility to make sure people are sent to the areas where they can receive the most appropriate care. A major earthquake would be devastating.”

The bond will provide funds for seismic upgrades to both buildings and add 150 beds for the rest at Harbourview Hall.

At the moment, many patients cannot be discharged from hospital because they do not have a place to live, although they do not necessarily need a hospital. Putting homeless people on the street simply increases the risk of not providing shelter again. The rest site will help to loosen the system.

“We’ve overdone our space, and our patients have moved to the main emergency department,” said Dr. Mark Snowden, chief of psychology at Harborview. “It’s not a good place for psychopaths, and it’s not what the main emergency department was designed for.”

The new Behavioral Health Building will allow for the expansion of the outpatient program. At the moment, many patients end up in the emergency department because it is the only site open 24/7. The Crisis Unit will provide an alternative space to vulnerable residents without having to go to the emergency department.
